this possible impact is insignificant. <br />Insufficient data has been submitted to date to accurately estimate the time it <br />will take for the hydrologic system to equilibriate. It is possible that as <br />the mine fills with water, some effluent may be discharged from the portals. <br />However, these portals are located up-dip above the coal seam and the applicant <br />is backfilling and installing concrete bulkheads subsequent to closure of the <br />mine to minimize this possibility. <br />Water withdrawal from the White River alluvial aquifer will cause drawdown in <br />the aquifer at the well field site. The applicant has mapped the areas which <br />will be affected by the drawdown. Included in this area is irrigated farmland <br />located along the White River between Scullion Gulch and Red Wash. If this <br />field relies on subirrigation rather than flood irrigation, productivity will <br />be reduced (see proposed stipulations in the Alluvial Valley Floor section of <br />this TEA). No other water rights will be impinged upon. Withdrawal will not <br />affect the flow in the White River significantly. The quantity of water which <br />will be pumped is less than one percent of the low flow of the river. <br />10 <br />
