To: Chris Toebe <br />From: Camilla Laughlin, AICP <br />Subject: Referral response for SU-99-04 <br />Date: May 5, 1999 <br />MEMORANDUM <br />Long Range staff has reviewed the application materials for the Sprague Quarry. There are no <br />comprehensive plan designations on the parcel with the exception of an area of Natural <br />Landmark Buffer along the western edge. The maps and materials submitted with the <br />application make if difficult to determine if or how mining activities would impact the landmark, <br />neighbors, and any environmental features of the site. <br />For applications of this nature, Long Range staff typically focuses on environmental policy <br />implications. The application states that the it is the desire of the applicants to "protect and <br />preserve" the natural resources on the property but there aren't many specifcs as to how this <br />will be accomplished. More information about phasing of the mining, possible natural hazards <br />such as erosion areas. impact to water quality, and revegetation are needed to fully evaluate <br />the proposal. <br />Long Range Staff recommends that the applicants submit a site plan that details the existing <br />natural features of the site and shows how the mining areas relate to the natural landmark to <br />the west. More information about expected truck traffic would be helpful. <br />Should more information become available, we would be happy to provide a more <br />comprehensive referral. <br />^ <br />
