If filling and grading proceeded from <br />east to west, the eastern part of the property can be revegetated while the west part is <br />still being graded and filled. <br />C. Weed management should be ongoing, continuing from now, through grading, <br />filling, and reclamation. F~ny mulch should be weed-free. Staff suggests that this be <br />guaranteed by having only certified weed-free mulch used and applied with the <br />appropriate, necessary documentation. <br />D. Soils should be placed such that the (extremely limited amount of) topsoils are <br />added at the uppermost levels of the fill. <br />E. The seed mix should include native plants. The mix suggested by the NRCS in 1993 <br />is suitable. <br />F. None of the final reclamation slopes should exceed 3:1 unless this would necessitate <br />the disturbance of areas with existing vegetation cover. <br />G. The reclamation plantings will need monitoring, maintenance, and follow-up. The <br />applicants should indicate the standards for monitoring--what will constitute successful <br />reclamation and reclamation failure--and at what point the applicants will reclaim failed <br />sites. In order to ensure reclamation of the entire site, a letter of credit should be <br />issued for the full amount: unless this is already covered by the State Division of <br />Minerals and Geology. <br />z <br />
