This <br />letter is to inform you of the issues raised at that meeting. <br />Enclosed are copies of referrsil responses received to date. Please address those concerns mentioned in the <br />responses, as well as the issues listed below: <br />SUMMARY OF RESPONSES <br />County Parks and Open Spacu - <br />Indicate that the proposal ma}~ allow the disturbances outside the quarry boundaries to persist without <br />adequate reclamation, would open up the remainder of the property to mining (the western portion of <br />which is located within the Steamboat Mountain Natural Landmark. The proposal cannot be properly <br />reviewed without an adequate reclamation plan. The requirements of the County Land Use Code mandate <br />a wildlife impact report due to the Natural Landmark designation on the property. Comments regarding <br />reclamation: Areas that will not be reclaimed to a final state within a growing season should be planted <br />with a cover crop to reduce erosion and weed infestation; should incorporate a "rolling reclamation" <br />method to ensure that only a small portion of the site is exposed and disturbed at any one time; weed <br />management should be on-goling; topsoils should be segregated; seed mix should include native plantings; <br />final reclamation slopes should not exceed 3:1 unless this would necessitate the disturbance of areas with <br />existing vegetation cover; should indicate the standards for monitoring reclamation, what will constitute <br />successful reclamation, at what point failed sites will be reclaimed, and provision of a letter of credit <br />unless already covered by the State Division of Minerals and Geology. <br />County Long Range Planning Staff- <br />Indicate that the site is in the Natural Landmark Buffer, and that the materials submitted make it difficult <br />to determine if or how mining activities would impact the landmark, neighbors, and any environmental <br />features of the site. More information about the phasing of mining; possible natural hazards, impact to <br />water quality, and revegetatioln are needed [o fully evaluate the proposal.
