Coal Processing Waste and Non-Coal Processing GJa ste - Rut PS 2.05.3(8), <br />2.05.4(2)(f), 4.10, and 4.Z1 <br />Since this is a surface mining operation, all overburden and interburden material <br />is backfilled in the excavated pit. There are no plans for the development of <br />an excess spoil waste pile. <br />Reference is made in the permit application to the possibility of constructing a <br />rnal processing plant at some time in the future. No specific d=tails were <br />given concerning the construction and operation of this plant. Therefore, <br />Chimney Rock Coal has stated that a revision to the permit would be requested <br />and all necessary approval granted before construction of such a facility. <br />She proposed operation is in compliance. <br />XIX. Mine Facilities, Coal Handling Structures, Su sport Facilities - Rules <br />2.05.3(3), 2.05.3(7), and 4.04 <br />The mine facilities consist of an office, shop, parts trailer, scales, coal <br />preparation laboratory, fuel tanks, truck turnaround, explosives storage and <br />portable coal crusher. These facilities are discussed in detail in Section 2.05.3, <br />and shown on Map 12. <br />A coal preparation facility is :~ t currently in use at the mine, but future <br />contractual demands may warrant the installation of such a facility. When <br />constructed, the coal preparation facility will probably include a raw coal <br />stockpile area, a truck dump hopper, a primary crusher, an enclosed coal <br />preparation building, a refuse hopper, crushed coal stockpile, a truck Ioadout <br />facility, covered conveyors, and a thickening tank or clarification pond. <br />Additional details of the facility are described in Section 2.OS,and are shown <br />on the Coal Preparation and Na:,dling Facilities Map, Map 14. As discussed ir. <br />Section XVII, Coal Processing tdaste, a detailed plan must be submitted and <br />approved as a permit revision before this facility can be constructed. <br />The proposed operation is in compliance with this section. <br />XX. Roads - Rules 2.05 and 4.03 <br />Information concerning roads, their construction, location, maintenance, and <br />reclamation can be found in Sections 2.05 and 2.06 ~f the permit application. <br />There is one main haul road located on the western edge of the active pit area. <br />As operations expand this mad will be extended in a northerly direction along <br />the base of a reclaimed, spoil slope. The road will th en swing west, cross <br />Stollsteimer Creek and allow access to the Barren Ridge, [des tern Mining area. <br />The stream crossing will be established by placing culverts capable of passing <br />a 20-year, 24-hour precipitation event and the corresponding flow irr StoIlsteimer <br />Creek. Once the culverts are in place the area will be backfilled, brought <br />up to toad grade and tied in with the new roac? base. <br />
