_29_ <br />As mentioned above, full e.traction of the coal reserves in Barren Ridge area <br />is not being granted at this time. Full extraction at this time may disrupt <br />the adjacent and downstream AVF. In Iight of this the following stipulation is <br />required: <br />Stipulation <br />19. CHIMNEY ROCK COAL MUST SURVEY THE ELEVATIONS AT THE BOT210M OF TH6 RCTSVE <br />PIT IN TAE BARREN RIDGE AREA ON A QUARTERLY BASIS. THE SLRVEY PY.6T BE CONDUCTED <br />BY A REGISTERED PROFESSIONAL ENGINEER OR REGISTERED SURVEYOR AND THE <br />INFORMATION SUBMITTED TO THE DIVISION. AT A MINIFfUM THE INFORi+fATION <br />SUBMITTED MUST DEMONSTRATE THAT THE BOTTOM OF THE ACTIVE PIT IS ABOVE <br />THE ELEVATION OF SIYJLLSTEIMER CREEX. <br />With acceptance of the above stipulations the operation is in compliance <br />XVI. Explosives - Rule 2.05.3(0') <br />The notification, pre-blasting survey, recording and signing aspects of the <br />blasting plan are in conformance with the regulatory requirements. The blast <br />loading limitations tabulated on Table 18, entitled "Blasting Alternative", <br />are in compliance with the standard equation contained :rithin Rule 4.08.4(10)(b)(1). <br />Colorado State Highway 151 lies in close proximity to the projected pit boundaries.. <br />In order to assure conformance with the requirements of Rule 4.08.4(5), regarding <br />control of access to blasting areas, the company has committed to stopping <br />traffic during blast detonation when explosives are to be detonated within <br />500 feet of that highway. The company will allow traffic movement to resume <br />when it has determined that travel in or through the area may be safely <br />conducted. <br />Expansion of the active mine area to the west will briny the operation within <br />500 feet of a natural gas pipeline. In order to ensure compliance with 4.08.4(7) <br />the following stipulation is required: <br />Stipulation <br />20. BLASTING ACTIVITIES :•iITHIf1 500 FEET OF THE GAS PIPELINE MR Y NOT OCCUR UNTIL <br />WRITTEN APPROVAL IS RECEIVED FROM TN.E GAS C0l9PRPJY. CHIMNEY ROCn'?iUST <br />FORWARD A COPY OF THE APPROVAL '11J THE DIVISION RND RECEIVE APPROVAL FROP1 <br />THE DIVISION BEFORE BLASTING IC7 THIS RREA MAY BEGIN. <br />ADDITIONALLY, TXE GAS PIPELIJE CORRIDOn^ MUST BE CONSPICUOUSLY FLeiCGED OR <br />?fARKED IN TXE FIELD. THIS M1fUST BE DONE WITHIN 10 DAYS OF PERMIT ISSUANCE. <br />With the acceptance of the above stipulation the proposed operation is in <br />compliance. <br />
