XIV. Prime Farmland - Rules 2.09.12, 2.06.6, and 9.25 The Division has made a negative determination for the presence of prime farmlands within the proposed permit area. The decision was based on the fact that there are no prime farmland mapping units (see Exhibit 19, Volume Iv) and the land has not been historically used as cropland. The proposed operation is in compliance. XV. Operations Description - Rules 2.05.2, 2.05.3(2), and 4.01 The Afar tinez Strip Mine is an open pit truck and shovel operation which is removing three coal sums. The overburden and interburden is blasted, Loaded into trucks and transported to spoil piles adjacent to the pit. The coal is then shot, loaded into trucks and hauled to the crushing facility. Following crushing, the coal is stockpiled for shipment to a railhead located in New Mexico via i[ighway trucks. The Eastern portion of the active workings involves total extraction of all three coal seams. The western expansion area (Barren Ridge area), will involve partial extraction of the coal reserves in this area. Partial extraction of the reserves in the Barren Ridge area is being granted at this time in order to ensure that disruption to the adjacent AVF will be minimized. The partial extraction scheme calls for extraction of these portions of the seams above the Level of Stollsteimer Creek. In light of this the following stipulation is necessary: Stipulation 18.
