IX. Coal Mine Waste <br />During reclamation, approximately 2,000 yds3. of coal waste material were generated <br />from the cleanup of the remainder of the coal stockpile and from the excavation of <br />about four feet of coally material on the facilities pad. This material was disposed <br />of at the P&M, Edna Mine (4.11.5). <br />X. Bacldilling and Grading <br />The Apex No. 2 mine first began operations in November of 1964. The mine is <br />located on a steep hillside immediately above and adjacent to the county road. The <br />undisturbed slope, adjacent and above the portal, is steeper than 80%. There is a <br />vertical to overhanging sandstone outcrop, 50 feet high, located 300 feet west of the <br />portal in the undisturbed area. The portal bench is fifteen feet above Routt county <br />road 29 and separated by a neaz vertical embankment. Sunland Mining Corp. <br />proposed and was approved during the initial permit approval the right to leave an <br />eight feet bench to catch rocks rolling down the hillside and to backfill the slope to <br />a 1:1 configuration. <br />As of April 1993 bacldilling and grading operations were continuing at the Apex No. <br />2 mine as specified in the approved mine plan. <br />Xi. Revegetation <br />A. The Division approved the use of Birdsfoot trefoil as an introduced species in <br />the reclamation seed mix. This introduced specie is desirable and necessary <br />to achieve the approved post-mining land use, and is not poisonous or <br />noxious. (4.15.2). <br />B. The Division approved the use of a jute, nylon and coconut mat in the two <br />small area exemptions as a means to meet soil stabilization requirements. <br />This was approved in minor revision MR-08. The application of native hay, <br />at a rate of 3 tons/acre on the slopes and 2 tons/acre on the flats was <br />previously approved and implemented during the fall 1992 reclamation <br />(4.15.4). <br />C. Methods to measure herbaceous cover and production, species diversity, and <br />woody plant density are discussed on pages 184 and 184.1 of the permit <br />application. Two community standards have been developed for the Apex <br />mine: one is for the moist valley bottom and the other for the mixed <br />mountain shrub community on the hillside.
