Probable Hydrologic Consequences <br />The applicant has predicted on pages 65.01, 65.02 and 69 that the mining operation <br />will not effect the quantity or quality of water in Middle Creek nor will there be <br />appreciable effects to the quantity or quality of water in Trout Creek. <br />The Division has evaluated the detailed hydrology information to determine the <br />probable effects of the mining operation on the prevailing hydrologic balance. The <br />potential effects of the mining operation on the prevailing hydrologic balance are <br />minimal. <br />The possible hydrologic impacts to springs tributary to Middle Creek and the <br />potential adverse effects to the prevailing hydrologic balance of Trout Creek are <br />minimal. The effects have been minimized because the dip of the strata and the <br />mine workings are away from Trout Creek and over 80% of the mine workings are <br />above the piezometric surface. <br />All surface drainage from the reclaimed disturbed area is routed through the <br />sedimentation pond or through approved small area exemptions, thereby minimizing <br />the affects to Trout Creek. Therefore, the Division concludes that there will be no <br />adverse effects from the mining operation due to leachate development from waste <br />material, mine drainage, or dewatering the alluvial aquifer. <br />The assessment of the probable cumulative impacts of all anticipated coal mining in <br />the general area on the hydrologic balance, as described in Rule 2.05.6(3), has been <br />made by the Division, and the operations proposed under the application have been <br />designed to prevent damage to the hydrologic balance outside the proposed permit <br />area. <br />IV. Topsoil <br />Sunland commenced mining activities in 1976 prior to the requirement to inventory <br />and salvage topsoil resources. As such, no inventory occurred and no topsoil was <br />salvaged from any of the 5.6 acres disturbed by this mine. However, to provide <br />some background information, Sunland Mining Corp. submitted a soil resource <br />inventory for the adjacent areas prepared by the Soil Conservation Service (SCS). <br />The SCS identified various soils depending upon location.
