4. All stream buffer zones will be appropriately
marked.
F. Probable Hydrologic Consequences
The applicant has predicted on pages 65.01, 65.02 and 69 that the mining operation
will not effect the quantity or quality of water in Middle Creek nor will there be
appreciable effects to the quantity or quality of water in Trout Creek.
The Division has evaluated the detailed hydrology information to determine the
probable effects of the mining operation on the prevailing hydrologic balance. The
potential effects of the mining operation on the prevailing hydrologic balance are
minimal.
The possible hydrologic impacts to springs tributary to Middle Creek and the
potential adverse effects to the prevailing hydrologic balance of Trout Creek are
minimal. The effects have been minimized because the dip of the strata and the
mine workings are away from Trout Creek and over 80% of the mine workings are
above the piezometric surface.
All surface drainage from the reclaimed disturbed area is routed through the
sedimentation pond or through approved small area exemptions, thereby minimizing
the affects to Trout Creek. Therefore, the Division concludes that there will be no
adverse effects from the mining operation due to leachate development from waste
material, mine drainage, or dewatering the alluvial aquifer.
The assessment of the probable cumulative impacts of all anticipated coal mining in
the general area on the hydrologic balance, as described in Rule 2.05.6(3), has been
made by the Division, and the operations proposed under the application have been
designed to prevent damage to the hydrologic balance outside the proposed permit
area.
IV. Topsoil
Sunland commenced mining activities in 1976 prior to the requirement to inventory
and salvage topsoil resources. As such, no inventory occurred and no topsoil was
salvaged from any of the 5.6 acres disturbed by this mine. However, to provide
some background information, Sunland Mining Corp. submitted a soil resource
inventory for the adjacent areas prepared by the Soil Conservation Service (SCS).
The SCS identified various soils depending upon location. For the areas adjacent to
Trout Creek and the facilities area, the SCS identified deep, poorly drained soils
Apex No. 2 Mine, C-81-011 lg May ~, 1993
