7 <br />updated probable hydrologic consequences narrative, revised location of public office for filing, and <br />new inspection contact person. Reclamation liability and bond amount held was increased to <br />$192,537.00. <br />TR-11 proposed approval decision was issued July 5, 2002. LEI submitted the revision application <br />in response to adequacy issues raised by the Division in its review of the application for permit renewal <br />(RN-5). In addition to various modifications requested by the Division, the proposed revision allowed <br />for an increase in coal production from 500,000 tons per yeaz, to approximately 1.7 million tons per <br />yeaz during the 5 yeaz permit term. <br />Minor Revisions <br />MR-26 application was submitted to the Division on Febntary 11, 1998, by Grand Valley Coal <br />Company (GVCC). The revision provided updated ownership and control information for GVCC. <br />Due to unresolved Applicant Violator System (AVS) issues, the revision was not approved. Following <br />transfer of the permit, LEI, the successor permittee, withdrew the application, on October 15, 1999. <br />MR-27 proposed approval decision was issued January 7, 2000. The revision allowed for installation <br />of a 1,000 gallon stand-mounted gasoline tank at the office azea pazking lot. <br />MR-28 proposed approval decision was issued January 21, 2000. The revision amended the plan for <br />gasoline tank installation that had been previously approved within MR-27. The revision provided for <br />location of astand-mounted 500 gallon tank with secondary containment within an approved <br />equipment storage azea neaz the sediment pond. <br />MR-29 proposed approval decision was issued February 22, 2000. The revision incorporated amended <br />air emission pemuts into Appendix E of the approved pemut. <br />MR-30 application was submitted on June 22, 2001. The application requested approval for haulage <br />of waste coal from the McClane Canyon Mine to Powderhom Coal Company s (PCC) Roadside Mine <br />pemut azea, for disposal of the material at PCC s approved coal waste disposal azeas. The application <br />was deemed to be incomplete by the Division, due to insufficient information. LEI ultimately withdrew <br />the application, by letter of July 1, 2002. <br />MIt-31 proposed approval decision was issued July 25, 2001. The revision allowed the operator to <br />truck product coal from the McClane Canyon Mine to Powderhom Coal Company s approved rail <br />loadout facility within the Roadside Mine pemmt azea neaz Palisade, for temporary stockpiling and <br />loading for rail shipment. <br />MR-32 application was submitted on December 3, 2001. The application provided amended <br />ownership and control information for insertion in Appendix A of the approved pemrit. The <br />application was detenruned by the Division to be incomplete on December 11, 2001, due to improper <br />7 <br />
