9 <br />Section V - Decision to Require Revision <br />The following items pertain to various portions of the McClane Canyon Mine permit which need to <br />be resolved and/or need to be updated to reflect the current status and condition of the site. The <br />operator is requested to submit a technical revision application addressing all of the items <br />below, no later than May 24, 2004. <br />1. Page 2-1 of Volume 1 of the permit application package (PAP) contains outdated narrative <br />regarding handling of coal waste material. Please provide amended narrative to <br />correspond with narrative on page 2-27, regarding disposal of coal waste at the <br />approved coal mine waste disposal facility in the Munger Canyon Permit Area. <br />2. Narrative on pages 2-1 and 2-27 references the temporary coal waste stockpile located <br />adjacent to the coal product stockpile, and indicates that the maximum volume of the <br />temporary stockpile would not exceed 1,350 cubic yazds. The temporary stockpile location <br />is not depicted on the portal bench facilities map (Figure 2.2-ti). Please amend Figure 2.2-6 <br />to identify the location of the 1,350 cubic yard temporary waste material stockpile. If <br />there is a potential that a larger temporary stockpile would be necessary, the listed <br />volume on page 2-1 should be appropriately amended. <br />3. Storage/stockpile sites for sediment drying and construction dirt are referenced in pemrit <br />maps and/or text. Certain additional information is requested regarding these material <br />stockpiles, in order to clarify material volumes and handling during operations and <br />reclamation. <br />a) The sediment drying area adjacent to the sediment pond is depicted on Figure 2.2-2 <br />(Surface Facilities), but the sediment clean-out stockpile is not discussed in the text. During <br />active operations, coal fines and lazger coal material is a significant component of the <br />sediment that is cleaned from ditches and the sediment pond and placed in the sediment <br />drying area. Presumably, this material will periodically be trucked to the Munger coal waste <br />disposal site for final disposal, along with material from the temporary waste storage pile <br />near the coal product stockpile. Please address the location, maximum volume of <br />material, and periodic disposal of the material within appropriate sections of the text. <br />b) The construction material stockpile is depicted on Figure 2.2-2, and narrative on page 2-34 <br />indicates that the material may be used in various construction activities, and also during the <br />fmal reclamation process. Please provide clarification regarding the maximum volume <br />of this stockpile, and the material quantities that would be used in various specific <br />locations (e.g. lower road/sediment pond area, upper road/ mine bench area, etc.) <br />during final reclamation. Please include a plan for obtaining representative samples <br />and soil analyses to document root zone suitability of any material from the stockpile <br />9 <br />
