Project Description/Narrative <br />Guidelines for submittal <br />Describe type of project: Project involves drilling and coring of exploration holes and subsequent <br />reclamation of all exploration related disturbance. A total of 11 holes will be drilled within the project <br />area. The drillholes will range from 425 to 1,475 feet in depth. <br />2. Location and type of on-site facilities/structure: Except for the temporary setup and use of the drill-rig, <br />there will be no facilities/structures associated with the project. <br />3. Acreage and location of all disturbed areas: Existing Routt County Roads, existing coal haulage roads, <br />unimproved ranch roads and jeep trails will be used for drilling access where feasible. In the circumstance <br />where direct access to a proposed drill-site is not possible using existing roads, drilling equipment will be <br />moved overland the short distance from the road to the drill-site without constructing a new road. <br />AI! of the 11 drill pads will be of uniform size, a maximum of approximately 100 x 100 feet (approximately <br />0.23 acres each). Prior to earth-moving or excavations of any type, the A and B horizons will be salvaged <br />and stored in an area that will be undisturbed and not subject to excessive wind or water erosion. The <br />underlying subsoil materials will, if necessary, be salvaged and stored in an area separate from A and B <br />horizon materials. Immediately upon cessation of operations, the subsoil will be replaced, with the surface <br />left in a roughened condition. The A and B horizons will then be replaced over the subsoil material. <br />Stockpiles material will be clearly marked with a "topsoil material" sign. <br />After stripping and stockpiling the topsoil materials, minor grading and leveling will be completed to <br />establish the drill pad and accommodate the drilling and support equipment. Mud pits will be constructed <br />within the graded pad area. Generally two or three pits are required, with typical pit dimensions of 10 x 5 <br />feet and 6 feet deep. All drilling fluids will be contained within the mud pits, and all drilling supplies will <br />be contained within the area of the drill pad. Any runoff and associated suspended sediment from the drill- <br />pads will be controlled and contained by grading, and perimeter berms on the downgradient side(s) of the <br />drill-pad, with release of any minor runoff accumulations in a controlled manner through rock check-dams, <br />silt fences, and/or straw bales or wattles, as appropriate. <br />Excavations, artificial flat areas, and embankments created during exploration activities will be returned to <br />their approximate original contour promptly after such features are no longer needed for coal exploration. <br />4. Type of equipment on site. Mobile drill-rigs, water truck, support vehicles, and geophysical logging truck. <br />5. Type of vehicles used for project: See response to Item 4. <br />6. Number of employees. The exploration holes will be drilled with a rotary drill-rig, which typically <br />requires three workers per rig. It is anticipated that one drill-rig will be required for this project. CCR <br />plans to schedule operations on a 24-hour per day basis to minimize the time required to complete the <br />drilling program; exploration holes should be completed within 40 to 60 days. Other associated activities <br />(sampling, logging, and project management) may add another 2 to 3 workers to the number of individuals <br />working on-site at any given time. <br />Phasing plan. CCR plans to complete the proposed exploration activities during the summer and fall of <br />2007, however, weather or other unanticipated delays may result in the work extending into the spring and <br />summer of 2008. <br />8. Date of commencement. CCR plans to initiate exploration activities in early-July 2007, or as soon as all <br />necessary approvals are received <br />Revised 7/10/07 <br />
