Surface water monitoring is performed upstream and downstream of disturbed <br />areas at the mine and the loadout. The upstream site along Hayden Gulch has <br />minimal intermittent flow, as the mine is located at the top of the drainage. <br />The applicant monitors flow in Hayden Gulch below the facilities, on the north <br />side of the road, and below the mine site and Pond H-G-8, on the south side of <br />the road. A spring and seep survey each spring will monitor contributions <br />from spoils springs to the surface water regime. This monitoring plan is <br />adequate to detect any impacts which could occur. <br />The operation is in compliance with the requirements of this section. <br />B. Ground Water <br />Section 2.04.7 (Volume I), Appendix L (Volume 5), and Appendix R (Volume VII) <br />contain information on groundwater. <br />Ground water monitoring at the mine site has provided adequate quantitative <br />information during the first permit term, but marginal qualitative information <br />due to grout contamination. As quantitative impacts were the expected <br />consequence of activities during the active mining phase, monitoring <br />objectives were basically met. However, the development of a salt plume is <br />the probable ground water impact following tiackfilling, therefore, it is <br />imperative that adequate monitoring sites be established by the Fall, 1987, <br />sampling period. The permittee shall perform development work on the existing <br />wells in early spring, and monitor to identify artifacts of the grout <br />contamination. Should the wells continue to exhibit contamination the <br />permittee shall submit a ground water monitoring plan for monitoring the lower <br />coal unit and the upper coal unit by May 15, 1987, following development of <br />mine area wells and subsequent monitoring. Construction and development <br />schedules shall be included as well as a detailed outline of well completion <br />activities. Site locations, frequency of monitoring and water quality <br />parameters shall be tabulated. Subseouently the following stipulation is <br />imposed. <br />STIPULATION N0. 3 <br />THE PERMITTEE SHALL SUBMIT AN EVALUATION OF THE MINE AREA WELLS FOLLOWING <br />DEVELOPMENT WORK AND SUBSEQUENT MONITORING ON OR BEFORE MAY 15, 1987. SHOULD <br />WELLS CONTINUE TO EXHIBIT CHARACTERISTICS OF GROUT CONTAMINATION, THE <br />PERMITTEE SHALL SUBMIT A REVISED GROUND WATER MONITORING PLAN FOR MONITORING <br />THE LOWER AND UPPER COAL UNITS BY MAY 15, 1987. <br />With acceptance of the preceding stipulation, the operation is in compliance <br />with the requirements of this Section, <br />VII. Alluvial Valley Floors - Rules 2,06.8 and 4.24 <br />The permittee will not affect any lands designated as alluvial valley floors, <br />as a study performed by Bishop Associates, Inc., July, 1981, did not identify <br />any alluvial valley floors in the Ilayden Gulch or Dry Creek drainages. <br />-9- <br />
