SHElTON Director <br />February 3, 1983 <br />T0: Bob Liddle <br />FROM: Jim Pendleton ~~ <br />RE: CWI's Waste Route Di <br />•..d"" ~_ <br />1 Plan <br />Pursuant to your request, I have reviewed the waste rock disposal site <br />plan and supporting stability calculations submitted by CWI fur <br />implementation at their Orchard Valley Mine. These documents were <br />prepared and submitted in accordance with stipulation No. lb of Permit <br />No. C-038-81. The plan and stability analysis have been prepared by <br />Geo-Hydro Consulting, Inc., consultant to the operator. <br />Briefly, the plan consists of three phases. Pflase I consists of a waste <br />pile to be constructed on the "West Ridge" site, immediately adjoining <br />t)le southwestern toe of the lowest existing fill bench at the Orchard <br />Valley Mine surface facilities. This terraced pile is proposed to <br />accommodate 130,000 cubic yards of waste and fulfill the mine's waste <br />disposal requirements for a period of 8.8 years. Phase II consists of an <br />analogous, but smaller, waste pile to be constructed on the "East Ridge" <br />site, immediately east of the Phase I pile. Phase II will contain 60,500 <br />cubic yards of waste and require approximately 4 years to construct. <br />Phases I and II are separated by a natural ephemeral drainage channel. <br />Phase III of the proposed waste pile plan consists of a plan to fill the <br />drainage separating East and West Ridges, as well as the imposition of an <br />additional 530,000 cubic yards of material on top of the original Phase I <br />and II waste piles. This is projected to occur over a life span of 36 <br />additional years. The total life of the three phases will be 49 years <br />and encompass the disposal of 130,000 cubic yards of processed waste. <br />The docunents submitted present a detailed plan and stability analysis <br />for Phase I of the waste pile. The documents clearly and unambiguously <br />state that the plans projected for Phases II and III are conceptual, <br />only. As presented, the plans and stability analysis for Phase I satisfy <br />the requirements of our regulations.
