The Division finds the proposed backfilling and grading plan is in compliance <br />with this section. <br />XI. Revegetation <br />Information on the vegetation in the Mine No. 3 permit azea is found in Section <br />2.04.10 and Tables 12-16, 24, 31, 32, 41-45 and 50 of the permit application. <br />The vegetation communities are shown on Map No. 7. With the exception of 5 <br />acres, all disturbance to the plant communities had already occurred. CYCC <br />sampled adjacent undisturbed azeas to describe the plant communities and to <br />serve as the reference azeas. No threatened and/or endangered plant species <br />were identified within the permit area. <br />As discussed in Section 2.05-90, CYCC has established four reference azeas <br />which will be used [o determine revegetation success. The Division approves a <br />reduced woody plant density standazd for the pasturelands. A minimum of <br />1,000 stems per acre will be established. The Division finds that this will better <br />achieve the pastureland post-mining land use. <br />The proposed post-mining land use is pastureland. Tables 43 and 44 provide the <br />proposed seed mixes to establish this land use. Several introduced species aze <br />included. CYCC has provided literature documentation within the permit <br />application showing that the species are desirable for the pastureland post-mining <br />land use. The Division approves use of these based on the post-mining land use. <br />CYCC has requested that the Division suspend the requirement for mulching. <br />The Division approves the request based on the proposed soil stabilization plan. <br />This plan involves chisel plowing, seeding with the perennial seed mix in the <br />first appropriate season, and contour furrowing. <br />Limited grazing of the reclaimed azea is allowed and shown on Map No. 9a. <br />The pre-mining land use within the permit azea is pastureland. Five pastures <br />were affected by mining, ranging in size from 330 acres to 807 acres. <br />Pasturelands were sepazated by fences. Management practices in the <br />pasturelands included the cutting of hay and regulated grazing. Some azeas <br />within the pastureland have been seeded and improved through the use of <br />irrigation and fertilization. All pasturelands aze managed principally for <br />improved pasture species and increased hay and forage production. <br />XII. Post-mining Land Use <br />Land use is discussed in Section 2.04.3 of the permit application and shown on <br />Map No. 9a. The pre-mining land use within the permit azea is pastureland. <br />Five pastures were affected by mining, ranging in size from 330 areas to 807 <br />acres. Pasturelands were sepazated by fences.
