<br />have been installed along the lower edge of both reclaimed pile locations, to effect sediment control <br />during the reclamation phase. <br />All disturbed areas at the mine site, including the reclaimed Lewis Gulch sideslopes and channel <br />bottom, the old Golden Quality No. 5 tipple bacl~"ill area, the main mine bench, and the underground <br />waste pile, have been seeded and mulched. <br />Coa[ Sales Yard <br />The Coal Sales Yazd has been reclaimed in accordance with the plans provided with Technical <br />Revision No. 7. The plans aze detailed in permit pages 98 through 100, and in Drawing No. TP-6. <br />The Coal Sales Yard is located at the historic location of the original Twin Pines Mine. The historic <br />Twin Pines Mine was operated from 1956 to 1981. Coal mining operations at the old Twin Pines <br />Mine were conducted under State Permit 77-521 by an entity other than Twin Pines Investment, <br />Limited Partnership, and the bond associated with this 1977 permit was released prior to issuance of <br />Permit No. C-83-058. <br />All required entry and permit boundary signs are properly posted. All buildings, facilities, trash and <br />miscellaneous equipment have been removed from the site. A portion of the entrance road and the <br />water well at the site have been retained as permanent structures in accordance with the landowner's <br />request of January 24, 1994. The water well is currently permitted with the State Engineer's Office <br />(SEO) by Twin Pines Invesment, Limited Partnership. The SEO permit may be a transferred to the <br />landowner prior to Phase III Bond Release. <br />The site has been entirely bacldilled in accordance with the approved plan. The old Twin Pines Mine <br />portal was baclcfdled with a minimum of 25 feet of inert material. <br />All highwalls within the permit boundary approved and enforced since 1983 have been eliminated. <br />A bench and small cut slope aze visible to the east of the reclaimed area; however, this disturbance <br />is part of the historic mining, and was never included or used as part of Permit No. C-83-058. The <br />bacld-ill slopes blend well with the undisturbed ground above the mine. The uppermost portion of the <br />slope above the bac~ll may appeaz to resemble a slight highwall remnant. For this reason, a detailed <br />fording is provided as follows to ensure compliance with Rule 4.14.1(2). <br />In accordance with Rule 4.14.1(2)0, the possible highwall remnant visible at the Coal <br />Sales Yard was present prior to August 3, 1977. Aerial photographs available at the <br />Division verify the ground configuration prior to permitting and disturbance by Twin <br />Pines Investment, Limited Partnership, in 1983. <br />In accordance with Rule 4.14.1(2)(f)(i), all reasonably available spoil has been used to <br />bacld"ill the Coal Sales Yard location. <br />In accordance with Rule 4.14.1(2)(f)(ii), the backfilled slopes aze stable and are <br />compatible with the approved postmining land uses of rangeland and wildlife habitat. <br />The bacldilled slopes exhibit gradients of approximately 2'kH:1V to 3H:1V, and are <br />sufficiently stable to maintain the required safety factor of 1.3. <br />In accordance with Rule 4.14.1(2)(f)(iii), any highwall remnant, if it exists at all, is <br />adequately stabilized to ensure public health and safety and environmental protection. <br />6 <br />
