Summary <br />History of the Review Process <br />On January 14, 1985, the Division issued mining and reclamation permit number <br />C-84-063 to Eastside Coal Company for operation of the Eastside Mine., This <br />decision was based on a written Findings of Compliance published on <br />December 14, 1984. <br />In accordance with Rule 2.08.5, the Division notified Eastside Coal Company on <br />March 21, 1989 of the need to renew the existing permit. The permit renewal <br />application was received by the Division on tiay 1, 1989 and was deemed <br />incomplete on May 9, 1989. Additional materials were submitted by the <br />applicant on May 18, 1989, and the application was deemed complete on <br />May 28, 1989. An initial adequacy letter was sent by the Division to the <br />permittee on July 25, 1989 and adequacy responses were submitted by Eastside <br />on August 10 and August 17, 1989. A second adequacy letter was sent by the <br />Division on October 10, 1989. <br />Previous review by the Division of the Eastside mining and reclamation <br />operation has included the original permitting review process, the mid-term <br />review in 1987, and reviews associated with Minor and Technical Revisions. <br />The Division file number C-84-063 should be consulted for details of these <br />reviews. There have been relatively few changes in the permit application <br />document during the previous permit term. <br />Description of the Environment <br />The original Findings Document contains a general description of the <br />geography, climate, geology, soils, vegetation, and land uses of the mine site <br />and surrounding areas. There have been no substantial changes in the area <br />during the previous permit term, therefore that discussion requires no <br />revi sion. <br />Description of the Operation and Reclamation Plans <br />Few chances have taken place in the Eastside Mine operation plan or <br />reclamation plan during the first permit term. The discussion in the original <br />Findinos Document remains valid. <br />Development of surface facilities has been slowed by two periods of Temporary <br />Cessation status. The approved office area has yet to be constructed, and <br />Eastside is instead using temporary office space in the portal yard area. <br />Similarly, the refuse disposal facility to be located on the west side of <br />Harvey Gap drainage has not been constructed. Approval for these facilities, <br />as described in the permit application, continues into the next permit term. <br />The Division, in October, 1987, approved Technical Revision No. 2 for <br />construction of a railroad loadout in the town of Rifle. Technical Revision <br />No. 6, approved in November 1989, provides for slight enlargement and <br />relocation of the loadout facility. The facility has yet to be built, but <br />calls for affecting 0.65 acres adjacent to the Denver and Rio Grande Western <br />Railroad. The facility is to consist of a hopper and a 60-foot stackino <br />conveyor. There will be no coal storage at the site, and a sediment control <br />plan using alternative sediment control has been oranted by the Division. <br />The remainder of the operation and reclamation plans remain as stated in the <br />original Findinos Document. <br />-4- <br />
