SEP 2 4 2003 <br />Environmental Protection Specialist <br />Division of Minerals and Geology DivisianotMineralsandGeology <br />1313 Sherman, Room 215 <br />Denver, Colorado 80203 <br />RE: Clarification of Map Boundaries, Colowyo Coal Company, LP, Permit C 84 <br />019 <br />Dear Mr. Walker: <br />As per our conversation regarding the West End Ramp of the West Pit and the permit <br />maps, I would like to provide clarification of boundary meanings associated to the maps. <br />There are five (5) permit maps that illustrate important boundares specific to coal <br />removal, spoil grading, and topsoil removal. We have clarified the meaning of these <br />boundaries specific to the following maps: <br />Mine Plan (Map No. 23), <br />Topsoil Handling (Map No. 28), <br />Spoil Grading (Map No. 29), <br />Bond Calculation Map Worst Case Topography (Map No. 35), <br />Bond Calculation Map Regraded Topography (Map 36). <br />In addition, we have explained how these boundaries ae used in the bond calculation <br />and how the West Pit Ramp relates to these boundaries. <br />The Mine Plan map (Map No. 23) ilustrates two important boundaries. First the "Coal <br />Lease Boundaries" that are associated to the 5 year term of permit, and secondly, the <br />"Mining Limit' boundary illustrates the 5 year coal removal plan within the coal leases. <br />On this map the term "XXXX Pit Mining Limit" refers only to the location of the area <br />planned for coal removal. The word "Pit" does not infer an all-inclusive disturbance <br />boundary associated to coal removal, but rather a descriptor of the component of <br />mining. <br />Spoil Grading map illustrates thegeneral intercept of regraded spoils and the naUral <br />undisturbed ground. Therefore the "Spoil Grading Boundary" Representing the furthest <br />extends of regrade activities. In addition this map identifies the sequence or <br />approximate years these blocks will be regraded. <br />
