�j <br /> Certification of Resolution <br /> Page Two <br /> 3) Staff will coordinate with the applicant on the design and <br /> placement of the processing plant and stockpiles in order <br /> to assure that noise impacts are minimized. <br /> 4) Initial mining of any stage should be done during the winter <br /> months when windows are usually closed and residential <br /> outdoor activity is minimal so as to reduce the noise impacts <br /> of initial mining when working levels are at the surface and _ <br /> overburden stockpiles are not in place. <br /> 5) The use of haul trucks in the actual mine pit areas is subject <br /> to additional formal review if noise levels prove to be <br /> excessive. Review would be for consideration of quieter <br /> methods of transporting pit run to the processing area, — <br /> including the possible use of conveyor belts. _ <br /> 6) The north haul road shall be relocated to the easternmost <br /> portion of the property immediately inside the flood control <br /> dike. The haul road location should be mined initially, <br /> resulting in a permanent haul road location with an elevation <br /> lower than adjacent elevations so as to provide lower visual , <br /> noise and dust impacts. <br /> 7) The south haul road shall be eliminated due to excessively <br /> adverse impacts on the mobile home park. More acceptable <br /> alternate south haul routes or mitigation measures proposals <br /> from the applicant may be considered through additional <br /> formal review as an amendment to the Special Use. <br /> 8) Maximum vehicle speeds on site shall be limited to twenty <br /> (20) miles per hour. <br /> 9) The northern haul road alignment shall be designed to maximize <br /> curve radii and thus minimize acceleration and deceleration <br /> of trucks on the haul road. <br /> 10) Dynamic engine braking devices shall not be used on the site <br /> except in emergencies. This applies especially to the stop <br /> sign at the intersection with Table Mesa Drive. <br /> 11) Only the applicant's (Flatiron) trucks will be allowed in the <br /> open mine pit areas, with all other trucks restricted to the <br /> main haul road and the operation area. In order to haul <br /> from the site, all trucks must comply with CRS 1973, 24-12-106 <br /> regarding maximum allowable noise levels. The applicant will <br /> be held responsible for the actions of all drivers and <br /> speed limits, truck maintenance standards and the prohibition <br /> of the use of dynamic engine braking devices shall be posted <br /> on the site. <br /> 12) An acceptable alternative to back-up horns must be implemented <br /> on the site. Specially-designed rear view mirror systems <br /> are an acceptable alternative. <br />
