Please take note that Ms. Guest's letter is dated 10 days from the date of my <br />telephone conversation with Ms. Karpan. I am appalled that OSM would spend time and <br />money sending copies of material to me that I have either authored, or have been copied <br />in other communications. What kind of farce is this? I obviously cannot comment on <br />the content of Ms. Guests November 27th letter since I have yet to receive it, however, I <br />will assume that OSM is denying the existence of any SDPS material as none was <br />attached per the statements made by Mark Oliver during our conversation. <br />Now, you might think that the absence of SDPS material means that no material <br />exists -wrong! Mr. Charles Sandburg OSM co~rmed yesterday in a telephone <br />conversation with me, and Kathy Karpan that he did in fact tell me that the SDPS <br />program had been used in other areas prior to my complaint; that it had been used <br />primarily in the east, but had been used in other regions as well to test subsidence. <br />Why has it taken 4 months for this information to be made known? <br />Why am I being deprived copies of this material? <br />Why is OSM-Denver hiding this material? <br />Why didn't Karen Guest include espies of this information in her November 2716 <br />lette~l <br />Why aren't copies of the material Randy Pair told me he found in August 1998 <br />attached to Karen Guest's November 27, 19981etter'T <br />Why is Karen Guest's letter dated November 27i6 when the actual date is <br />November 18th? <br />My telephone call to Ms. Karpan yesterday was prompted by pure disgust upon <br />reading her November 3n° letter to Senator Gramm. I could not believe that she would <br />insult Senator Gramm with such an unresponsive piece of drivel 63 days after Senator <br />Gramm made his inquiry. Senator Gratnm's September 9t6 inquiry was a memo <br />accompanied by a copy of my August 2916 letter to Rick Seibel. Please take a moment to <br />read my letter to Rick Seibel. I am interested in hearing your views on how Ms. <br />Karpan's letter is responsive to Senator Gramm. Does Ms. Karpan address any of the <br />issues I raised with Mr. Seibel - NOl I am offended that OSM responded to a Senator in <br />this fashion, not providing any response to his inquiries, and attempting to placate him in <br />hopes that his constituent will just go away. <br />When Ms. Karpan realized whom she was talking with yesterday she started <br />patronizing me, saying how OSM owes citizens a response and that she only became <br />involved in this matter because I involved Senator Gramm. I set the record straight by <br />stating that her "feel good manner" was being wasted on me, I didn't know her, I didn't <br />want to hear her excuses, I was paying for the phone call, and I wanted answers. <br /> <br />
