My July 20'~ FOIA consists of <br />seven different inquiries, only one of which relates to the Office of Hearings and <br />Appeals. Nevertheless I am directing this letter to your attention as your October 29th <br />letter indicates that you are responding to my FOIA for all departments. <br />I am in receipt of the November and letter written by Kathy Karpan in response to <br />Senator Gramm's September 9'" inquiry. For your convenience I am enclosing copies of <br />these communications. Note that Director Karpan took 63 days to respond to Senator <br />Gramm. <br />In order for you to gras~ the "total picture" you need to review your October 29'~ <br />letter to me; my November 17 response; my August 29'~ letter to Rick Siebel; my July <br />20d' letter addressed to Senator Gramm, Kathy Karpan, Michael Long and Rick Seibel; <br />my July 20'x letter to Alexandra Mallus, as well as Ms. Karpan's November 3'a letter. I <br />am enclosing copies of this material. <br />One of the main issues in my FOIA request was the material from the SDPS <br />program. One hundred and twenty days ago I requested copies of this material, and to <br />date I Have yet to receive same. Your October 29's letter states that OSM-Denver will be <br />responding to my FOIA. I was advised yesterday by Mark Oliver and Kathy Karpan that <br />on November 27, 1998 Karen Guest, OSM-FOIA Officer directed a letter to me in <br />response to my FOIA request. The letter purports to include some attachments -none of <br />which are material on the SDPS program, but in fact, copies of letters that I sent to <br />
