Review of Reclamation Cost Estimate and Recalculation <br />The Division must calculate the amount of bond eligible for release in accordance with <br />Rule 3.03.1(2)(a) for a Phase I bond release application and must also recalculate the <br />amount of bond in current dollars to complete the remainder of the reclamation plan in <br />accordance with Rule 3.03.1(3)(d). The bond amount for the structures demolished <br />and grading work completed was based on the currently approved estimate in Exhibit <br />28 of the permit most recently revised by TR-48 and Surety Increase No. 1 (SI-01). The <br />new estimate of the cost to complete the reclamation plan included the most recent unit <br />costs for equipment and labor. <br />The original bond release application was received April 15, 2005 and called complete <br />June 9, 2005. It included three general categories; <br />• bond release for activities approved but never implemented, <br />• partial Phase I bond release for structure removal, <br />Phase I bond release for backfilling and grading work completed. <br />The basis for the actual dollar amount of release requested was the approved estimate <br />included in Exhibit 28 of the PAP as of April 2005. Since that time the Division has <br />reviewed the reclamation cost estimate through the Surety Increase process (SI-01). <br />This surety increase resulted in a new reclamation cost estimate total of $3,579,533.00. <br />Since that increase, the applicant has submitted (and received approval for) a technical <br />revision (TR-48) to the permit. This revision approves on-site disposal of concrete and <br />other inert structural demolition debris in approved areas within the disturbance <br />boundary. Technical revision No. 48 (TR-48) resulted in a reclamation new cost <br />estimate total of $3,038,059.00. <br />Bond Reduction for activities aaaroved but never implemented <br />The applicant requested that previous approval of a number of revisions to the permit <br />be rescinded and asked that the full amount of bond associated with these revisions be <br />removed from the cost estimate.
