_15_ <br />The applicant has provided a qualitative analysis of the surface water <br />environment. quantitative data on stream flow and stream water quality <br />or a detailed surface water monitoring plan has not been submitted. <br />The amended mining plan delineates a 500 foot buffer zone around the <br />Maitland Arroyo and the unnamed tributary to the Maitland Arroyo. These <br />buffer zones will remain until adequate surface water quantity and <br />quality data has been submitted to the Division. For this reason the <br />following stipulation is required: <br />Stipulation No. 1 <br />THE PERMITTEE SHALL ESTABLISH A TOTAL OF FIVE SURFACE WATER <br />MONITORING STNTIONS NT THE MINIIVG SITE. THESE SHOULD BE LOCNTED <br />AT THE FOLLOWING POIfVTS: UPSTRENM OF THE MINING OPERATION ON <br />THE i~IAITLAND AND GORUON ARROYOS ANU THE UNNAMED TRIBUTNRY OF THE <br />MP,ITLHND NRROYO AND DOWNSTREHM OF THE MINING UPERATiUN ON THE <br />MAITLAND ANU GORDON NRROYOS. <br />THESE FIVE STATIONS SHALL EACH BE MONITORED IN THE FOLLOWING <br />MANNER: 1) A DAILY RECORD OF THE OCCURRENCE OF FLOWS IN ALL <br />STREAM DRAINAGES (e. g. WAS THERE ANY FLOW?); 2) A DAILY DEPTH OF <br />WATER READING; 3) A WEEKLY MEASUREMENT OF PEAK FLOWS; 4) MONTHLY <br />FIELD MEASUREMENTS OF pH, ELECTRO-CONDUCTIVITY, AND TEMPERATURE <br />DURIIVG N PERIOD OF SNOWMELT AND/OR DURING THE FIRST <br />PRECIPITATION EVENT OCCURRING IN THE MONTH; AND 5) A MINIMUM OF <br />THREE WATER gUALITY SAMPLES FOR EACH OF THE STATIONS SHALL BE <br />COLLECTED ANNUALLY. ONE SHALL BE COLLECTED DURING SNOWMELT, ONE <br />DURING N PRECIPITATION EVENT IN MIDSUMMER, AND ONE DURING A <br />PRECIPITATION EVENT AT THE END OF SUMMER. FIELD PARAMETERS OF <br />pH, ELECTRO-CONDUCTIVITY, TEMPERATURE, AND FLOW SHALL BE THKEN <br />PRIOR TU SAMPLING AS DESCRIBED ABOVE. THEN THE SAMPLES MUST BE <br />ANALYZED IN A TIMELY MANWER FUR THE FOLLOWING PARAMETERS (TOTAL <br />ION CONCENTRATIONS IN mg/1): <br />TOTAL DISSOLVED SOLIDS NITRATE-NITRITE <br />TOTAL SUSPENDED SOLIDS PHDSPHNTE <br />UIL AND GREASE ALUMINUM <br />SODIUM ADSORPTION RHTIU ARSENIC <br />CALCIUM BARIUM <br />POTASSIUM COPPER <br />SODIUM IRON <br />BICARBONATE LEAD <br />CARBONNTE MANGANESE <br />CHLORIDE MERCURY <br />SULFATE MOLYBDENUM <br />AMMONIUM SELENIUM <br />FLUORIDE ZINC <br />ALL SAMPLES SHALL BE COLLECTED, PRESERVED, AND ANALYZED <br />ACCORDING TU U.S. E.P.N. METHODS. <br />NLL RESULTS AND DATA COLLECTED FUR THE MONITORING PROGRAM SHALL <br />BE SUBMITTED TU THE DIVISION UN N gUARTERLY BASIS, BEGINNING UN <br />THE 4th MONTH AFTER PERMIT ISSUANCE. <br />
