Explosives - Rules 2.05.3(6)(a) and 4.08 <br />----------------------------------------- <br />No blasting or storage of explosives is to take place. <br />The application is in compliance with the requirements of this section. <br />XVIII. Roads - 2.05.3(3>(c) and 4.03 <br />------------------------------ <br />The entire site is covered with approximately 10 inches of gravel, and is <br />well-compacted. Haul trucks will follow public roads from the mine site to <br />the loadout, as described in Section XV of this document. <br />The application is in tompliance with the requirements of this section. <br />XIX. Bonding - Rule 2.05.4(2)(b> <br />--------------------------- <br />The Division has calculated costs of $ 8500.00 to remove the surface <br />facilities and return the loadout site to its current condition. The Division <br />has previously estimated a cost of S 270,000 to perform all required <br />reclamation at the Coal Ridge No. 1 mine. The applicant has posted bond of <br />5288,000.00 with the Division, which is deemed sufficient to reclaim both the <br />mine and loadout sites. Documentation of bond liability calculations is <br />available in the public files at the Division office. The bond consists of <br />three Certificates of Deposit, which were recently transferred from New Castle <br />Energy Corporation to the new operator, NCIG Financial, Inc. <br />The operation is in compliance with the requirements of this section. <br />XX. Sealing of Drilled Holes and Underground Openings - Rules <br />2.05.4(2)(8) and 4.07 <br />--------------------------------------------------------- <br />The applicant has committed to abandoning monitoring well LO-1 in accordance <br />with State regulations. <br />The application is in compliance with the requirements of this section. <br />XXI. Miscellaneous Compliance - Rules 2.03.3, 2.05.6(5), 4.02, 4.12, <br />4.19, 4.21, and 4.28 <br />--------------------------------------------------------------- <br />The application meets requirements for format and supplemental information and <br />signs and markers. <br />The application is in compliance with the requirements of this section. <br />
