Corley, Jr.
The Corley Company
P.0. Box 1821
Colorado Springs, CO 80901
RE: Corley Company Correspondence of September 24, 1992,
GEC Minerals, The GEC Strip Mine, Permit No. C-81-037
Dear Dr. Corley:
of cow
Ne
~~ b ,
~I 0
. ~!~ ~
'!B ]6
Roy Romer
Governor
At chael B. Long
Dimsion Director
On September 28, 1992, the Division received a letter from The Corley Company
dated September 24, 1992 regarding the September 10, 1992 joint inspection of
the GEC Strip Mine. Catherine Begej will be responding in the near future to
the items raised in this letter regarding czrtain sections of the Division
inspection rzport.
I am taking this opportunity to respond to the last paragraph of The Corley
Company letter. This portion of the letter reads "You treferring to
Ms. 6egej) did not mention that you initiated the suggestion that our approval
cf the reclamation work ~.vculd be conditional on your replacement, and you did
not mention that we accepted that suggestion."
have discussed this comment with both Ms. 6egej and Mr. Ste~ien G. Renner,
Supervisor of the Ceal Program ~.vithin our Division. It i; the consensus of
Mr. Renner and myself that, although the Civisicn is requesting information
from The Corley Company regarding the extent of GEC-related disturbance, and
has reflected the Company's concerns with our initial proposal by redrafting
the Section Z4 Bid Document, the ultimate "aGPrcval^ of the GEC Reclamation
Project lies not with The Corley Ccmoany but with the Division. Though The
Corley Company may voice dissatisfaction ~.vith the Division'; final plan, we
wish to reiterate that the State has an obligation to reclaim the GEC Strip
Mine to the highest level of regulatory standards possible given the financial
and operational constraints associated with the project.
