Recommendation <br />I recommend approval with conditions of the Western Fuels-Utah, Inc. <br />(WFU) De serado mine mining plan, as modified. Approval of this mining <br />plan, sa modified, will supersede the mining plan approved in May 1986 <br />for the De serado mine. My recommendation is based on the complete permit <br />application package (PAP), including revisions, updated to November 23, <br />1987, an Environmental Assessment of the proposed mining and reclamation <br />operations and alternatives prepared by the Bureau of Land Management <br />(BEM) and the Office of Surface Mining Reclamation and Enforcement <br />(OSMRE), a technical analysis prepared by the Colorado Mined Land <br />Reclamation Division (NERD), and the administrative record. Approval of <br />the mining plan, as modified, will authorize mining of approximately 1.8 <br />million additional tone of Federal coal within the mining plan <br />modification area which will contain approximately 344.3 acres within <br />Federal lease C-44693, as shown on the maps included xith this <br />memorandum. During the review of the PAP, certain elements of the <br />applicant's proposal xere identified that require special conditions to <br />comply xith Federal law, and those special conditions are incorporated <br />into the proposed mining plan approval document. <br />In conjunction with OSMRE'e processing of the mining plan modification <br />associated with this action, OSMRE also reviewed the previously approved <br />mining plan, and mining plan modifications for the Deserado mine. The <br />mining plan approval document contained herein reflects the mining plan <br />as previously approved along with the modification recommended herein for <br />approval. The mining plan approval document identifies the leased <br />Federal coal lands in the previously approved mining plan area along with <br />the leased Federal coal lands recommended for approval with this <br />• modification. <br />
