location of all surface and subsurface man-made features within, passing through, or
passing over the permit area, including but not limited to major electric transmission lines,
pipe tines and agricultural drainage file fields.
Please indicate which map(s) identities the items described in Rules 2.04.7(4)(a), (d), and
(~•
Please provide a map that, or indicate which existing map, indicates the extent of all
existing (not proposed) underground workings (Rule 2.10.3(1)(k)).
Rule 2.05 Operations and Reclamation Plans
22. Please update page 2.05-20, reclamation plan. This page describes anticipation of the
Golden Eagle Mine to be active for another 40 years. This is obviously not the current
condition as the mine has been reclaimed. Please update this description.
23. The Map 12A, dated January 14, 1994 does not show the proposed post-mining land use
for the reclaimed facilities, pond areas, and permanent roads and features. This map
should define cleazly where each post-mining land use will be implemented. Please use
land uses as defined in Rule 1.04(71). Please provide a revised map accurately depicting
the extent of the appropriate land uses.
24. Permit page 2.05-25(a) commits Basin Resources to establishing an AVF reference azea at
the time of reclamation. Pond 5 was reclaimed in 1997. Ponds 3 and 4 have not been
reclaimed yet. The Division believes an AVF reference azea should now be established.
Ron Thompson of Basin Resources and Janet Binns of the Division discussed potential
azeas to establish the AVF reference area during the DMG July 1998 inspection.
25. Text on permit page 2.05-26 reads "Species diversity will be deemed adequate when the
reclaimed lands consist of a minimum of 2 cool season grasses, 2 warm season grasses,
and 1 forb. These species shall each comprise at least 5% and no more than 60% relative
cover and shall consist of perennial non-noxious species." Does this diversity standard
apply to only non-irrigated rangeland or to pastureland as well? The diversity standazd
would not be appropriate to an irrigated pasture which is reclaimed for hay production.
Please modify or correct text to cleazly state which standazds apply to which post-mining
land use area.
26. Page 2.05-26 states that the water intake ponds will be reclaimed. This text should be
changed as the water intake ponds aze approved as permanent features.
27. Page 2.05-14(a) is "topsoil salvage" Table 20(a). Another Table 20(a), found on pages
-13-
