Box 1243 <br />Walsenburg, CO 81089 <br />Re: CCMC #1 Mine (Permit C-81-024) Technical Revisions <br />Dear Mr. Matthes: <br />The Division has received your letter dated May 4, 1989 requesting additional <br />information regarding the technical revisions for Permit No. C-81-024. Since <br />there have been a number of these, it is difficult to adequately respond <br />without knowing which one or ones you are actually interested in. Assuming, <br />however, that your interest has to do with technical revisions for which <br />relatively recent public announcements have been made, I will attempt to <br />cover those. <br />Technical Revision 09, which involved a change in the reclamation plan for <br />the mine, was approved by the Division January 30, 1989, and notice of this <br />decision was published February 6, 1989 in the Trinidad Chronicle News. <br />This technical revision provided for modifying the reclamation plan for the <br />property to correspond to the actual amount and nature of the disturbance <br />that has occurred. The reclamation to be conducted this summer by the mine's <br />operator, Kaiser Steel Resources, will follow the revised plan. The scheduled <br />reclamation which involves filling of the pit, eliminating the overburden <br />pile, etc. should largely return the property to its original appearance and, <br />ultimately, original use. I should think this would be desirable so far as <br />the local landowners are concerned. Some drainage ditches and the sediment <br />pond will not be irtmediately reclaimed but retained until runoff from the <br />reclaimed areas no longer carries excessive sediment load. <br />Technical Revision 10, which provides for a suspension of hydrologic <br />monitoring at the CCMC property, was proposed April 12, 1989. Public notice <br />of this proposed technical revision was made recently in the Huerfano World <br />in Walsenburg. The Division has not yet approved this technical revision but <br />is likely to do so in the very near future. Hydrologic monitoring of both <br />surface and groundwater was required in the original permit for the mine. As <br />a result of the limited amount of disturbance of the property, the monitoring <br />requirements have been reduced by two prior technical revisions to the area <br />of actual disturbance. Reclamation of the property is scheduled to begin this <br />summer.
