The PAP indicates four reference areas were established for aspen, sage, Gambel <br />oak, and chokecherry communities. I was not able to locate a map with the <br />reference areas on it. If there are still four reference areas, TerraMatrix needs to <br />decide how to weight the data collected from those areas in order to derive success <br />standards for cover and production. I would suggest the method discussed on page <br />10 of the 1988 vegetation guidelines. Their proposal did not go into detail on this <br />matter. <br />4. TerraMatrix proposes to use the sample adequacy formula in the 1988 vegetation <br />guidelines to assess when enough samples have been collected. I would recommend <br />they use the sample adequacy formulas in the 1995 bond release guideline. They <br />also propose to collect a maximum of 50 samples. The regulations require a <br />demonstration at the 90% confidence level that success standards have been met. <br />If more than 50 samples are required to make this demonstration, more samples <br />should be collected. <br />5. TerraMatrix indicates production will be estimated by clipping herbaceous biomass. <br />I presume this means woody plants will not be sampled on the mine or reference <br />areas.
