<br />STIPIILATiON N0, 3 <br /> <br />THE OPERATOR SHALL KEEP THE FENCE SURROUNDING THE FOIDEL CANYON SCHOOL IN GOOD <br />REPAIR. NO LAND DISTURBING ACTIVITIES SHALL TAKE PLACE WITHIN THIS FENCED <br />AREA AND THE OPERATOR SHALL INSURE THAT THE TWO STRUCTURES ARE NOT VANDALIZED. <br />Based on information presented in the application and consultation with the <br />SHPO, the Division finds, pursuant to Rule 2.07, 6(2)(d){iv){e)(i), that the <br />proposed operations will not affect any publicly owned park or place listed on <br />the National Register of Historic Places, The proposed operation would not <br />affect any Important historic, cultural or scientific resources. <br />IV. Climatological Information and Air Resources - Rules 2,04,8, 205,4(2)(h <br />Climatological information is presented on pages 779-84 through 779-98 of the <br />updated C-81-071 permit document. An air pollution controi plan is contained <br />on pages 720-60 through 720-77, <br />The climate of the region is typical of western Colorado mountain valleys, <br />with terrain in the vicinity of the operation resulting in thermally produced <br />up and down valley wind systems. <br />Temperatures are generally extreme with the average monthly temperature below <br />freezing from November through March. Both temperature and precipitation vary <br />within the permit area due to the 2,000 foot elevational range, Average <br />annual precipitation within the permit area would be between the 15,45-inch <br />long term average for Hayden and the 24-inch average for Steamboat Springs. <br />The major portion of the precipitation falls as snow from October through <br />March, <br />The air pollution control plan describes an air quality monitoring program and <br />a dust control plan which includes haul road watering and gravel surfacing and <br />maintenance, water spray system from crushing, screening and conveying <br />operations, crusher bag houses and a stacking tube. Coal fires would be <br />extinguished by burial or spraying as necessary. <br />The operation is in compliance with the requirements of this section, <br />V, Geology - Rules 2,04,5 and 2,04,6 <br />Detailed information regarding the geology of the permit area is presented in <br />section 779,14 of unpdated C-81-071 permit document. Additional geological <br />information is presented in Exhibit 8, Orili Hole Logs; Exhibit 9, Excess <br />Spoil; Maps 7 and 8, Geology; and Maps 9 and 10, Geologic Cross Sections. <br />Information presented in these sections describes the geologic structure and <br />stratigraphy of 'cckman Park and adjacent areas, <br />'lo particular problems ~dere noted with respect to the Wadge <br />overburden/underburden information. Stratigraphic information was complete <br />and consist?nt. Only one chemical parameter (nickel) exceeded published <br />13 <br />
