.~ <br /> <br />b. an inventory of materials handled at the <br />( facility and an assessment of their potential <br />to contribute pollutants to storm water; <br />c. a preventive maintenance program; <br />d. good housekeeping procedures; <br />e. spill prevention and response procedures; <br />f. storm water management measures; <br />g. sediment and erosion prevention plans; <br />h. employee training programs; <br />i. visual inspection plans; and <br />j. certification of the absence of non-storm <br />water. <br />In most cases, the development and implementation <br />of a Pollution Prevention Plan will take the place of <br />`~ specific effluent limits. <br />2. Dischargers eligible <br />Under the current proposal, the following <br />dischargers would be eligible to be covered by the <br />general permit: dischargers in a) non-NPDES states <br />which are b) not subject to existing effluent <br />guidelines limiting storm water and c) do not have <br />existing NPDES permits for their storm water <br />discharges. <br />Dischargers in NPDES states will only be eligible <br />if the state has a) general permit authority and <br />- 12 - <br />
