<br />C. General permit (55 Fed. Reg. 48002-3) <br />C <br /> 1. EPA model aermits <br /> EPA will soon issue general permits for the 12 <br /> states that do not administer the NPDES program. These <br /> general permits will be virtually identical and will <br /> likely operate as models for NPDES states that are <br /> developing their own general permits. Draft general <br /> permits were published for comment in August 1991. 56 <br /> Fed. Reg. 40948. Once these permits are issued, many <br /> dischargers will be able to elect to be covered by a <br /> general permit rather than an individual or group <br /> permit. EPA hopes that most dischargers will elect to <br /> be covered by a general permit. <br /> The election will be made by filing a Notice of <br /> Intent (NOI), rather than an application. The exact <br />.xx+. <br /> requirements for completing an NOI will be specified in <br /> each general permit. 40 C.F.R. 122.28. <br /> The general permits will require dischargers to <br /> inventory their storm water discharges and activities <br /> which may affect them and adopt certain best management <br /> practices, including the development of a Pollution <br /> Prevention Plan.
