S~\vAGG <br />DATE: 2/21 /2007 <br />I met with Mike Savage, of Savage and Savage Environmental, and Tom Bird, of National King Coal, <br />yesterday to discuss changes to the King II portal and facilities area that NKC is proposing. They plan to <br />begin construction of the King II facilities on 2/26/2007. <br />The operator provided maps of the proposed changes and of the currently approved facilities area. (These <br />maps are in Tom K.'s office.) <br />A summary of the proposed changes are: <br />1. Bury the power line along the north side of the facilities. <br />2. Change the shape of the sediment pond from triangular to oval. The sediment pond would be wider <br />and have gentler inslopes but they do not project a change in sediment pond volume. <br />3. Add a second 10,000 Ton Coal stockpile. This would be raw coal coming directly out of the portal. <br />This will also reconfigure the conveyor locations, add a stacker tube, conveyor length and <br />additional supports <br />4. Realign the clean water ditches. <br />5. Relocate the leach field. This may require minor scaling of the slope to the SE of the proposed <br />leach field. If scaling needs to occur, I informed Tom B. and Mike that it needs to be approved <br />prior to disturbance since it appears to lay outside of the approved disturbance area boundary. They <br />would likely need to permit the slope as an SAE. <br />6. Relocate Water tank. <br />7. The biggest change is proposed on the portal bench. Less material would be excavated in front <br />(East) of the portals. The conveyor would run through a slot in the hill slope. The portal bench <br />would be constructed relatively narrow. Some scaling above (west) of the portal might be <br />necessary. <br />8. The topsoil pile footprint adjacent to the pond may be a bit narrower. However, with less <br />disturbance proposed at the portal bench, less topsoil will need to be salvaged. <br />
