[n the sales area, only 9Q cubic yards of topsoil is available for reclamation. The <br />topsoil will be used to reclaim the sediment pond, since it was excavated when the <br />pond was constructed. <br />V. Sealing of Drilled Holes and Underground Openings <br />Exploration drill holes have been filled and sealed, with abandonment reports <br />submitted (see MR-5) August 13, 1993. <br />'['he Caldirola well is capped and will be used to monitor the water quality through <br />the final reclamation phase. Well TPW-1 is also capped and used to monitor water <br />quality and depth of the water table per Stipulation 18. <br />The operator has backfilled the portal entries with 25 feet of material, according to <br />approved MSHA standards. An MSHA inspection of the portals occurred on <br />December 9, 1994. <br />A sealed entry from the Twin Pines No. 1 Mine is located on the sales site behind <br />the tipple's rear entrance. This portal was sealed in 1981 and the seal is located 25 <br />feet into the entry. Upon tipple reclamation, this area will be permanently backfilled <br />and graded into the reclaimed slope. Temporary measures have been taken by the <br />operator to assure no public access can occur before final reclamation of the slope. <br />The entrance has been boarded up at the Division's request. <br />VI. Use of Explosives <br />Twin Pines No. 2 has conducted occasional limited underground blasting activities <br />only. No surface blasting is utilized or planned for the operation. With the <br />cessation of mining, all explosives have been removed from the site. Prior to <br />shutdown, the explosives were stored in a permitted and approved facility. <br />VII. Disposal of Excess Spoil <br />There is no excess spoil on the Twin Pines No. 2 portal or sales site. <br />VII[. Coal Mine Waste Banks <br />Underground development waste is disposed in a permitted area at the portal site <br />near the northern terminus of the previously disturbed surface facility area. The <br />waste pile sits atop a gravel blanket with an underdrain to divert flow from the base. <br />Waste rock has been placed in four-foot lifts and compacted. The refuse site and <br />designs for the pile can be seen on Map TP-5. The refuse pile is in the process of <br />fmal reclamation. Technical Revision No. 6, approved in December 1993, outlined <br />the approved plan for fatal reclamation of the refuse pile. Backfilling and grading <br />operations at the pile began and ended in January 1993. The slopes of the pile were <br />graded to 3 feet horizontal to 1 foot vertical and were covered with a minimum of <br />two feet of suitable material as permitted (see page 85 of the application). Anew <br />berm was constructed at the tce of the refuse pile. The access road to the refuse <br />pile has been graded to serve as a drainage ditch. A surface water diversion ditch <br />has been constructed azound the pile, geomat is installed along iu length, and riprap <br />26 <br />
