The light use road and rampway to the tipple located at the sales area site will <br />be reclaimed. <br />No other light use roads exist on either the mine site or sales site. <br />II. Support Facilities <br />Information on the operation plan and surface facilities can be found on pages 69 to <br />72 of the permit application. With the onset of the mine's reclamation activities and <br />the subsequent removal of the Lewis Gulch Fill, one additional structure has been <br />proposed. To comply with surface water and sediment control regulations, <br />Rule 4.05.5, the mine has proposed the construction of an energy dissipator in <br />accordance with Rule 4.05.5(2)(f) that would serve to reduce overland flow velocity, <br />reduce runoff, and trap sediment prior to the flow's being diverted and treated by a <br />sediment pond downgradient. <br />No other support or surface facilities are planned for this permit term. <br />Since the last permit term, several structures have either been proposed or <br />constructed. <br />A. In 1990 the mine was approved to construct an additional waste pile to be <br />located at the sales site (see Description of Operation and Reclamation Plan, <br />TR-03 section of this document for details). The pile was never constructed. <br />B. In 1992 the Division approved a request for a combination spillway in the upper <br />bench pond and the construction of an emergency spillway in the outslope of the <br />lower pond. The emergency spillway consists of an outslope covered with a <br />non-woven geotextile blanket which has been covered with a cellular geoweb <br />mat, which has then been filled with rock cobblestones ranging from two to <br />four inches to form a spillway channel. Hydrologic calculations for both <br />structures were submitted and approved with Technical Revision No. 4 in <br />March 1993. <br />C. In response to a violation involving offsite drainage from the refuse pile, a <br />permanent diversion ditch was constructed around the refuse pile. Ditch <br />designs and hydrologic calculations seen on Map TP-5 were submitted with <br />Technical Revision No. 6, approved December 14, 1993. <br />III. Hydrologic Balance <br />A. Water Quality Standards and Effluent Limitations <br />The Division has approved small area exemptions (SAES) from the use of <br />sediment ponds due to the limited size of the areas and due to the fact that the <br />ponds and treatment facilities are not necessary for the drainage to meet the <br />effluent limitations of Rule 4.05.2 and applicable state and federal water quality <br />standards for receiving streams and also due to the fact that no mixing of <br />surface drainage with a discharge from underground workings will occur.
