Structures <br />Al] structures at the portal azea will be removed from the site. <br />At the sides site, the tipple, shop/warehouse, scale building and explosives bunker will all be <br />removed. The landowner had requested that the well and well housing, power line (owned <br />by the local utility) and original office building (a 12-foot by 14-foot cinder block structure) <br />remain on the site. The landowner had also requested the access road. to the site remain. <br />These features are compatible with the post-mining land use. The three concrete slabs used <br />for storittg coal will be tubblized and used to backfill the small topographic low behind the <br />sales office area. <br />Backfill, Grading, and Topsoil Redistribution <br />Backfilling and grading operations aze to begin in 1995. TR-07 addresses how both the <br />portal and sales site will be backfilled and the fmal topographic contour will be met. <br />There are a total of 7,900 cubic yazds of fill material available for reclamation of the portal <br />site. This material is old spoil which was removed from the mine portal bench and placed in <br />the Lewis Gulch Fill by the operator. Two thousand cubic yazds have already been utilized <br />in the final grading of the refuse pile, and 1,200 cubic yards have been used to backfill the <br />portals. Twelve hundred cubic yazds will be stockpiled for fmal backfilling of the upper <br />beach sediment pond, while 1,000 cubic yards aze proposed for backfilling the Golden <br />Quality tipple road scarp. The remaining amount, or 2,500 cubic yazds, is proposed for <br />regrading the portal bench. <br />The upper bench will be graded with all depressions removed. All surface flow originating <br />in this upper bench azea will be diverted downslope through an energy dissipator before <br />entering the pond at the mine portal bench level. <br />There are only S00 cubic yazds of topsoil available for use in reclaiming the portal site. This <br />amount of topsoil will provide approximately six inches of cover for the mine bench azea. <br />There is no other available topsoil on the site since the Golden Quality Mine disturbed the <br />azea prior to the Twin Pines No.2 Mine operation. <br />The Coal Sales Area will be backfilled and graded using all available material to eliminate <br />highwalls and depressions. At the sales site, only 90 cubic yazds of topsoil, taken from pond <br />construction, aze available for reclamation. All other original topsoil has been disturbed by <br />previous mine operations of the Twin Pines No. 1 Mine. <br />Highwalls <br />Photographic evidence submitted with the initial permit application illustrates that the <br />highwalls at the sales site and portal site were pre-existing prior to Twin Pines No. 2 <br />operations. In order to address this issue at the mine site, the operator will incorporate all <br />remaining available fill material (2,500 cubic yards) from the Lewis Gulch Fill into the <br />bacl~illing and grading of the portal site.
