Summary <br />The Review Process <br />The Twin Pines No. 2 Mine is in permanent cessation, and the operator has initiated <br />preliminary reclamation activities. The mine is owned by Twin Pines Investment Limited. <br />A permit to operate the mine was originally issued on December 17, 1984. The permit was <br />renewed and reissued on April 30, 1990. This application constitutes the second renewal and <br />is for reclamation activities only. The mine ceased operations on August 31, 1993. <br />Pursuant to Rule 2.08.5, on March 3, 1994, the Division notified Twin Pines Investment <br />Limited of the need to renew the permit in a timely manner. The Division received the <br />renewal application on September 1, 1994. The application was deemed incomplete and the <br />operator was notified in a letter dated September 9, 1994 of the incomplete status. The <br />application was resubmitted on October 26, 1994 and was deemed complete on October 28, <br />1994. Due to the delay of the application submittal and completeness, the adequacy review <br />of Technical Revision No. 7 was substituted for the permit renewal adequacy review. The <br />TR-07 adequacy review includes all outstanding issues. The operator was notified of this <br />decision in a letter from the Division dated December 6, 1994, and TR-07 was conditionally <br />approved on February 1, 1995. Stipulation No. 17, attached to the approval, was terminated <br />on March 9, 1995. Final approval of the permit renewal, with conditions, occurred on <br />March 31, 1995. <br />Description of the Environment <br />The Twin Pines Mine No. 2 and separate Coal Sales Yard are located south and west of <br />Florence near the town of Rockvale in Fremont County. Both the mine site and sales area <br />can be found on the USGS 7.5 minute quadrangle map of "Rockvale." <br />Following is a brief description of the environment and the operations and reclamation plan. <br />More detailed information pertaining to specific disciplines is found in this Findings <br />Document within the specific discipline subsections under Section B. <br />History <br />Extensive past mining dismrbances chazacterize the general azea of the Twin Pines No. 2 <br />Mine. In 1860 the first coal mine was opened in the northern portion of the Canon City <br />Coal Field. Production areas spread through the central area of the coal field and into the <br />southern portion in the early 1900's. Over 177 abandoned mitres with 600 acres of existing <br />associated surface disturbances have been identified by the Division of Minerals and <br />Geology's Inactive Mines Program. Historic mines located in the immediate area of the <br />Twin Pines No. 2 Mine include the following: Twin Pines No. 1 Mine, Canon Creek Mine, <br />Last Chance Mine, Caldtrola Mine and the Golden Quality Mine. <br />8 <br />
