At the same flow rate of 0.005 g/m/ftZ, 8-foot columns of crushed and ROM <br />produced break through times of 1546 and 149 minutes, respectively. <br />Both tests were conducted by CC&V in its Metallurgical Laboratory. The work was <br />accomplished under the direct supervision of CC&V's senior metallurgical engineers. <br />Crushed ore used in the test was collected downstream (the materials "stream") of the Cresson <br />Crusher. A bulk sample of run-of-mine ore was supplied by haul [ruck for testing. Two sets <br />of 10-inch diameter columns of four- and eight- foot heights were loaded, one set with the <br />crushed ore and [he other with run-of--mine ore. Water was added to the top of each column at <br />different Flow rates (0.0004 and 0.005 gpm/ftZ) and the time required to achieve breakthrough <br />at the base of the column was computed, based on the constant inflow rate and the volume of <br />fluid collected at the base of the column. Given that breakthrough takes time to reach <br />equilibrium, the times reported above approximately represent the mid-point of time between <br />initial Flow from the base to the time equilibrium was reached between the inflow and outflow. <br />The Office of Mined Land Reclamation has suggested, in the referenced letter, that CC&V <br />submit the fees for a Technical Revision with the preceding information. CC&V is receptive <br />to gaining an understanding of the reason(s) for the suggestion. CC&V does not understand <br />what element of the approved permit is being revised to result in a revision of the mining <br />operations or the reclamation activities. !t is CC&V's belief that CC&V has responded to the <br />Office's question such that the Office may be assured that run-of-mine material will not <br />substantially change the previously-perceived and previously-stated characteristics ofthe Cresson <br />Valley Leach Facility. The Office is believed to have the requisite information, as well as more <br />detailed information, [o ensure that CC&V is operating in accordance with its approved permit. <br />CC&V appreciates the Office's efforts to obtain descriptive information on this subject.
