Lochhead
Executive Director
Michael B. Long
Division Director
John, I have been provided with a rough draft of the document that will be "Special
Conditions" for the bid for the Trinidad Basin Mine Reclamation Project. You'd requested
comments back by 2/10/95. I only have a couple comments.
Wally Erickson has briefed on the reclamation plans at TBM. As of February 1, 1995 I will
be the lead specialist for TBM. Please realize I have not been involved in the designs or
the many meetings leading up to this draft, but these aze questions I had upon initial
reading.
- On page 3 Under "List of Equipment Offered" Does the Division need to specify
that equipment need have ROPS? I recall this became an issue on another
reclamation project.
- Page 4 Task 1; is the mobilization section, the paragraph that refers to contractor
staging area. Does the contractor need to re-activate an emissions permit?
-Page 5, Pazagraph 2, 2nd line, Typo: A.T. Q S.F. should be &.
-Page 5, Paragraph 2. Do we need to add any disclaimer regarding the disposal of
the coal material depending on the results of our hazard materials analysis? Or
would that be dealt with in an amendment if needed?
-Page 5, Paragraph ,line 6. Reference to a "high berm" on the northwest side of the
channel. This also references Drawing #1. Does drawing #1 define the height of
the berm, or is this a designation we need to make here?
-Page 6, Pazagraph 6, line 8. Reference to a "36-inch CPS culvert". I am not
familiaz with the designation CPS. Is this a standard acronym or do we need to
define it? Also see page 7, Paragraph 1, line 4.
