Windows and <br />inside lighting will be arranged to reduce line of sight nighttime evidence of such <br />lights. Outside lights will only be used in emergency and not as a regular feature <br />of mining operations. <br />When mining is completed in approximately 10 years, the complete mine site <br />including buildings will be reclaimed to wildlife habitat. The reclamation of old and <br />new mining disturbances will be reclaimed in conjunction with mining operations. <br />This will allow for a phased and orderly reclamation process and as such will start <br />to have an impact on the visual appearance of the location within 2 years. Mining <br />activity is conducted in accordance to Mine Permit #M86-076. The activities <br />related to plant site construction will start on October 13, 1994. <br />The ore processing will consist of standard accepted gold and silver extraction <br />methods. These consist mainly of ore mining, ore crushing, ore pulverizing, gold <br />and silver extraction, ore washing, leach chemical destruction, processed ore <br />dewatering, and processed ore disposal. Chemicals for use in the process circuits <br />have been selected to create the least potential environmental problems and to be <br />capable of safe handling without extraordinary precautions. All chemical <br />transportation, handling, and storage will be according to state and federal <br />regulatory agency guidelines and laws. The process plant operation will be <br />controlled by various state and federal agencies specific to mining and plant <br />operations. <br />Dust from the operation will be minimized by crushing rock in confined conditions <br />with water spray and other measures as required to control fugitive dust. <br />Roadway dust control will be minimized from the slow speed of mining equipment <br />and from short travel distances from mining location to processing plant. <br />Eventually most of this ore movement will be by conveyors which will further <br />reduce possibilities of fugitive dust. <br />Noise will be negligible to nearest inhabitants simply because of 1 1 /8 mile being <br />the nearest person. Noise to wildlife will be keep minimal by operating speed of <br />equipment, by selecting process equipment for noise reduction potential, and by <br />adding acoustical control where needed. <br />The only signs on the mine property will be those required by mining law to <br />identify mine site and permit boundaries. These signs will be of 12" x 24" <br />maximum size with most of the signs being 9" x 12". Sign color will be black <br />lettering with tan background. <br />The permit boundaries define the area in which mining activity is confined within <br />by state mining law. Any changes in mining activity to be outside the permit <br />boundaries require amending the state mine permit. The permit boundaries include <br />9.2 acres.
