DGMC, PO BOX 96, H~ERUS, CO 81326 NARR~VE page 2
The mining district in which the Incas Mine is located was founded as the
California Mining District in 1874. Records of the State of Colorado refer to this
mining district as the California or La Plata with a recorded gold production of
205,000 ounces. This is one of the 396 lode and placer mining districts for gold
listed in Colorado Geological Survey Resource Series 28 Publication of 1990. The
California Mining District is included as location description on La Plata County tax
statements for Patented Mineral Claims. The Incas Mine is located on 15
contiguous patented mineral claims totaling 152 acres owned by Incas Mines, Inc.
The boundary of the La Plata Mining District is included on county maps used in
preparing this proposal to the La Plata County Planning Commission.
The location of the Incas Mine is in the Federal District of the La Plata County
Land Use System of development districts. The only types of land in the Federal
Districts are U.S. Forest Service Public Lands and Patented Mineral Claims. Other
than trapping, mining is the oldest historic land use in the Federal District of the
La Plata County Land Use System.
The Incas Mine is currently a surface and underground mining operation with all
mined ore hauled off the minesite to out of county processing plants. This hauling
of ore off the minesite is not the desired method to operate the mine. The
environmental impact to the mine site and surrounding areas is reduced if an
onsite ore processing plant is utilized. The addition of the onsite processing plant
is why this application is being submitted to La Plata County and why a separate
application has been submitted to the state.
The Incas Mine is operated by the applicant, DGMC (Bob Hill. There are no
employees. The addition of a small onsite processing plant capable of 30 tons per
day capacity allows for coordinating mining and reclamation activities so land is
reclaimed to surrounding terrain contours in an orderly manner.
This application to the La Plata County per the La Plata County Land Use System
is for the addition of an ore processing plant at the Incas Mine. This processing
plant is required to improve reclamation methods, to eliminate hauling of ore from
the minesite, to allow for disposal of processed ore at mined location, and to allow
for a one man operation of raw material to product.
The ore processing plant site will consist of a processing plant (60' x 80', 4,800
sq ft1, lab (20' x 30', 600 sq ft-, shop (30' x 40', 1,200 sq ft-, and crusher
building (10' x 20'1. The buildings will be constructed of wood frame with steel
roof and siding. The color of the roof and siding will be brown. The plant and lab
will have concrete floors and concrete environmental containment walls. The
buildings will be located behind trees to reduce visibility from line of site viewing.
The finished floor elevation will be about 11,060 feet. The plant will be 20 feet
tall with at least 5 feet of the height below terrain level. The buildings are
designed for a roof surface load of 180 pounds per square foot due to the snow
load requirements at the mine site elevation. As a result, a flat roof design is
Iplus-narrative-1 \ dgmc 2
