I. INTRODUCTION <br />Purpose of this document <br />This document presents the findings of compliance and the proposed decision of the Colorado <br />Division of Minerals and Geology (the "Division") for a Phase II partial bond release at the Trapper <br />Mine. The bond release application number is SL-02. These findings and the decision are made in <br />response to a request for bond release at the Trapper Mine. The bond release request was submitted <br />to the Division by the operator of the mine, Trapper Mining Inc. ("Trapper"). Trapper holds state <br />mining permit number C-81-010 for conductive coal mining and reclamation operations at the [nine. <br />The State holds a reclamation bond from Trapper. <br />Bond Release Statutes, Regulations, and Guidelines <br />Detailed information about the bond release review process can be found in the Colorado Surface <br />Coal Mining Reclamation Act (the "Act"), the Regulations of the Colorado Mined Land Reclamation <br />Board for Coal Mining ([he "Regulations"), and in Guidelire Rezardilie Selected Coal Mine Boud <br />Release Issues, dated April 18, 1995 (the "Division's bond release Guideline"). All "Sections" <br />referred to below aze sections in the Regulations. Detailed information about mining and reclamation <br />operations at the Trapper Mine can be found in the mining permit application on file at the Division <br />offices, located at 1313 Sherman Street, Room 215, in Denver, Colorado. <br />Location of Trapper Mine <br />The Trapper Mine is a surface coal mine located in Moffat County, approximately 6.5 miles south <br />of Craig, Colorado. The mine area is located on the following lands: portions of Sections 5 and 6 <br />of TSN, R90W; portions of Sections 1, 4 and 5 and all of Sections 2 and 3 of TSN, R91W; portions <br />of Sections 30 and 32 and all of Section 3l of T6N, R90W; and portions of Sections 21, 25, 26, 27, <br />28, 29 and 32 and all of Sections 33, 34, 35 and 36 of T6N, R91 W. <br />Bond Release Area: Ownership. Size, and Bond Release/Reclamation History <br />Trapper's Phase II bond release request covers lands that are state and private. Ownership of the coal <br />that was mined from the bond release area was federal, state, and private. The bond release area <br />covers 319.5 acres that Trapper has divided into three blocks, comprised often pazcels, as shown on <br />Map 1.0 of the bond release submittal package. All three blocks underwent Phase I bond release that <br />became final on March 19, 1998 (bond release application SL-01). The acreage was regraded, <br />retopsoiled, and seeded in the years: 1984, 1993, 1994, 1995, and 1996. The parcel that was seeded <br />in 1996 was a 22.5-acre parcel that initially was reclaimed in 1984, but was redisturbed in 1996 due <br />to the relocation of topsoil stockpile D77-1. <br />Trapper Mine <br />Phase II Bond Release Page 1 12/23/99 <br />
