~ 1 <br />Mid-Term Review 2 November 27, 1985 <br />Section 1 - Comments <br />The Deserado Mine was granted an eight year permanent regulatory program <br />permit on July 27, 1981. The long permit term was necessary to allow <br />construction of all mine surface facilities and initial development of the <br />underground mine plan. Until the present time, development of the underground <br />mine plan has consisted of driving the south sub mains and portions of the <br />west and east mains in preparation for installation of the first longwall <br />panel (Panel LW-1) which will take place in 1986. Recent power sales at the <br />Bonanza Power Plant in Vernal, Utah have resulted in a planned increase in <br />production to around 1.3 million tons per year of clean coal during 1986. All <br />of the coal produced at the Deserado Mine is transported via rail to the <br />Bonanza Power Plant. <br />At present, the disturbed area at the mine totals approximately 294 acres. <br />This acreage will increase gradually over the life of the mine as refuse <br />disposal areas are developed. The total life of mine disturbance associated <br />with the refuse disposal areas will be 513 acres. Presently, about 50 acres <br />of land within the refuse disposal area have been disturbed. The total life <br />of mine disturbance will be approximately 757 acres. <br />Since the permit was issued, a total of 41 revisions to the permit have been <br />processed by the Division. A majority of the revisions were associated with <br />modifications to the development of surface facilities during construction. A <br />detailed review of these revisions is presented in Section II of the Mid-Term <br />review which follows below. <br />The approval document for the Deserado Mine permanent regulatory program <br />permit contained 34 stipulations, some of which are ongoing in nature whereas <br />others required a written response within a specified time frame. The status <br />of resolution of all 34 stipulations attached to the permit is presented below <br />within Section III of the Mid-Term review. <br />During the course of the Mid-Term review the Division reviewed the proposed <br />reclamation costs and recalculated the bond. Section IV addresses changes <br />that should be made regarding the bonding calculations. <br />Section V outlines specific items and areas within the permit application <br />(other than those already covered in Sections III and IV) which need to be <br />updated or revised. <br />
