Monte Pascoe, Executive Director
M1NED LAND RECLAMATION
423 Centennial Building, 1313 Sherman Street
Denver, Colorado 80203 Tel. (303) 839-3567
David C. Shelton
Director
December 8, 1981
Mr. Jerome F. Gamba
P. O. Box 1458
Glenwood Springs, Colorado 81601
RE: Our File q81-207; Zeml ock s Sons, Znc.;
Blue Pit.
Dear Mr. Gamba:
I have reviewed the above application for adequacy and have the following
questions, comments, and suggestions which are intended to aid you in
bringing this application into full compliance with the law and to the
satisfaction of the Mined Land Reclamation Board. Please address each of
the following items in detail.
1. The Staff recommends that final slopes not exceed 3:1 in order to
establish more versitile agricultural potential.
2. Please indicate the approximate acreage of each of the proposed
phases.
3. Since the site has approximately 4 to 10 feet of topsoil available,
the staff recommmends that the operator commit to replace 12 to 18 inches
over the affected lands and 18 to 24 inches for slopes which will remain
at 2:1, in order to account for loss by erosion. Additionally, a specified
topsoil stockpile area should be set aside for reclamation of phase 5.
Sufficient topsoil volume should be accounted for to allow for 12-18
inches of topsoil replacement for this area. Finally, all topsoil stock-
piles which will remain undisturbed for more than one growing season should
be stabilized with a suitable cover of vegetation.
4. Please define the nature and owner of the road presently occurring on
the site, and when, where, and how the road will be relocated.
5. Staff requests that all cottonwoods presently occurring on the site
be identified, and protected where possible. Cottonwood trees which will
be protected or removed should be indicated on the Exhibit F - Reclamation
Plan Map.
III IIIIIIIIIIIII III
999
6. Prior to Board consideration, please submit the uivision of Wildlife
report as it pertains to this site. Recommendations made by D.O.W. not
previously addressed in the application should be addressed at the time
submittal.
