~ , i~F,l
XV. Operations Description-Rules 2.05.2, 2.05.3(1), 2.05.3(2) and 4.01 (cont'd)
recoverability of coal which will be determined as mining progresses.
Approximately 123,800 tons of coal 'will be removed from the mine per year.
The total anticipated production is 369,500 tons over the three year permit
term. Approximately 7.7 acres of surface disturbance will occur during the
permit term.
The U.S. Geological Survey, has reviewed the McClane Canyon Mine Plan for
compliance with the Mineral Leasing Act and the 30 CFR 211 regulations.
The agency has found the mine plan to be in compliance with the Mineral
Leasing Act (see Memorandum to Assistant Secretary for Energy and Minerals).
XVI. Backfilling and Grading-Rules 2.05.3(6)(b), 2.05.4(2)(a), 2.05.4(2)(c),
4.09, 4.13 and 4.14
R description of the backfilling plan for the McClane Canyon Mine is presented
in Section 3.1 of the application. Because the mine is an underground mine,
only a limited area of surface disturbance will require backfilling and grading.
The applicant intends to return the area to approximate original contour.
A11 portals and the sediment pond will be backfilled. The coal seam will be
completely covered with backfilled material. Some of the steeper cut slopes
at the face up will not be completely backfilled but the final configuration
will meet the stability requirements of Rule 4.Z4. Drainage will be restored
to approximate pre-mining conditions.
If underground development waste is generated during mining (through roof
fall, etc.) it will be retained in the mine workings. The current plan
does not allow the placement of any such waste into a waste pile at the
McClane Canyon site.
XVII.
2.05.3(7) and 4.04
port Facilities-Rules
The mine facilities portion of the application can be found in Section 2.2
of the applicatiop. The McClane Canyon operation will use the loadout
facilities near the town of Loma, Colorado. The Loma loadout will be
permitted under the Munger Canyon application.
The operation is in compliance with this section of the Rules and Regulations.
XVIII. Roads-Rules 2.05.3(3) and 4.03
Section 2.2.2~of Volume I of the permit application contains the required
information with respect to access and haul roads at the McClane Canyon site.
Figure 2.2-5 of the application indicates a section of the road which had to
be cut into the canyon wall where the cut slopes are approximately 1v:0.13h
(cross-section C-C). This slope exceeds the required 1v:1.25h which is given
in the rules and regulations. J
Should failure occur at this cut, the material would fall onto the road and
would possibly block the road drainage. These cut slopes are similar to
