Climatological Information and Air Resources - Rules 2.04.8 <br />3--rs»rrsrr~r~~~rtrrrn <br />The Division has reviewed the climatological and air resources information <br />presented in Section L (pages L-1 through L-8), and Section J of the permit <br />application. <br />The applicant has provided adequate baseline climatological information to <br />characterize the local conditions at the site. The applicant has been granted <br />final approval for air emissions permits for the mine site (C-12,528(FD)) and <br />a loadout facility (C-13,009(FD)) by the Colorado Department of Health, Air <br />Quality Control Division. <br />The operation is in compliance with the requirements of this section. <br />XI. Topsoil - Rules 2.04.9, 2.05.3(5), 2.05.4 (2)(d) and 4.06 <br />fie Di vi son has reviewed the information provided in the application on pages <br />D-2, F-2, Section M, and Appendix E. <br />During the Initial permit review, several issues were raised concerning the <br />location of potentially unsuitable soil, handling of saline and sodic soil, <br />mapping adequacy, and soil chemical analysis. <br />At this time, the operator has stripped topsoil from all the areas to be <br />disturbed. The operator performed an analysis of stockpiled material in order <br />to determine the suitability of the material stripped from potentially <br />unsuitable areas. Results indicated the stockpiled material is suitable for <br />use in the reclamation effort. Material which was previously identified as <br />saline and/or sodic has been separately stockpiled and is to be disposed of in <br />the pit during backfilling operations. The applicant has committed to <br />sampling the topsoil after it is respread, prior to seeding and analyzing for <br />any suitability problems. <br />The operation is in compliance with the requirements of this section. <br />XII. Vegetation - Rules 2.04.10, 2.05.4 (2)(e) and 4.15 <br />The Division has reviewed the information provided by the applicant in <br />Appendix B, and Section F (pages F-2 through F-4) of the permit application <br />for compliance with the requirements of this section. <br />Several concerns surfaced during the initial permit review process. Same were <br />addressed adequately in responses provided by the applicant, while others were <br />resolved by the operator complying with Stipulations 3, 4 and 5 of the 1983 <br />permit approval. <br />The applicant has delineated two vegetative communities at the mine site. <br />Baseline data was collected and reference areas were established at the site. <br />Walden Coal Company has adequately sampled the Big Sagebrush and Grassland <br />communities for the following parameters--cover, production and shrub <br />density. The reference areas are equivalent to the baseline communities for <br />the factors discussed above. <br />
