<br />Irilet, which will be met by the Rigden Flume right. Mr. Varra would accept the mining <br />depletions.from the site during these four months to be replaced completely by the Rigden Flume <br />right (Table No. 4). <br />City ojFort Collins Lease - <br />A lease of 48.1 acre-feet of fully consumable water from the City of ForfCollins will provide <br />winter replacements-for the mining operation (Table No. 4). A copy of the lease is included in <br />Appendix E. <br />The-point of replacement will.be Joe Wright Reservoir, which can only deliver water during the <br />-:warm months of the year. However, the Poudre River Water Commissioner will allow a block <br />replacement in April for the accrued winter depletions (November to April). <br />-The total amount of replacement water required including transit losses is 48.1 acre-feet for the <br />-year (Table No. 4): The transit loss of 10.0% is based on.a loss of 5.0% from Joe Wright. <br />Reservoir to the mouth of the Poudre Canyon and a loss of 5.0% from the canyon mouth to the . <br />East Rigden Pit calculated at 0.25% per stream.mile. <br />This combination of 3.0 direct Box Elder shares, 1.0 Box Elder share by recharge, the Rigden <br />Flume, and a lease from the City of Fort Collins will provide adequate replacements-for the <br />depletions at the East Rigden site (Table No. 4). Water Commissioner George Varra was- <br />.contacted, and he gave his approval for using this combination of replacement sources. <br />The City of Fort Collins schedules their leases-from November 1 to October 31. It is requested <br />this plan be approved through October 31, 2003 to coincide with the City's lease schedule.. <br />LONG-TERM AUGMENTATION <br />As mentioned previously, Flatiron Co. filed case no_-O1CW202'for the storage right to the future <br />lined storage at this site. <br />SURROUNDING WATER RIGHTS <br />Well Permit No. 053509-F was approved on April 5, 2001 for a total consumptive use of 203.0 <br />acre-feet. This well permit is still valid; therefore, a 600-foot spacing inspection will nofbe <br />required forthis plan. - <br />CONCLUSIONS AND RECOMMENDATIONS <br />• The annual consumptive use for the mining operation at the East Rigden Pit is 186.1 <br />-acre-feet. <br />Page 6 <br />
