Non-coal wastes , including flammable liquids , paints , garbage , and <br /> lumber are collected by a refuse removal service and disposed of in a <br /> local landfill according to regulations governing solid waste disposal <br /> practices under the Resource Conservation and Recovery Act, Subtitle D. <br /> Petroleum products such as grease, lubricants and machine oil are <br /> collected by an licensed pickup service for refinery recycling. <br /> VI . Coal Mine Waste and Non-Coal Processing Waste <br /> Information on coal processing waste and coal processing waste <br /> embankments can be found in Section 2.05.3 of Volume I and Appendix T <br /> of Volume VI of the application . Information on Cameo Refuse Areas <br /> Nos . 2 and 3 can be found in Section 2.05.3(8) of the permit. <br /> Raw coal mined at the Roadside and Cameo mines is segregated at the <br /> preparation plant, located near the Roadside mine , with clean coal <br /> being conveyed to a loadout facility. The reject material is <br /> transported by truck to the disposal site. <br /> There are three refuse piles within the permit area: the initial <br /> refuse pile , referred to as the Roadside refuse pile, and two larger <br /> refuse piles ; CRDA No. 1 and No. 2. The Roadside refuse pile was <br /> completed in 1984 and is on the east side of the permit area, south of <br /> the Roadside operations area. The pile has been covered, topsoiled, <br /> and seeded as part of a reclamation testing ground for revegetation <br /> success utilizing less than four feet of soil cover . The purpose of <br /> this experiment is to determine if less than the currently required <br /> four feet of soil cover will be sufficient to achieve revegetation <br /> success and hydrologic balance. Since this structure is pre-law, <br /> topsoil salvage is minimal and a borrow area will have to be <br /> established. These two refuse disposal areas ' lower benches have not <br /> been reclaimed, pending a decision on required cover depth based on the <br /> Roadside refuse area experiment. <br /> From the chemical and physical analyses of the coal processing waste , <br /> it appears the factor which would most limit plant growth is the coarse <br /> texture of the material . This coarse texture, together with a high SAR <br /> value, limits the water holding capacity of the soil , which in turn , <br /> intensifies the droughty condition that already exists at the mine <br /> operation. Until the field experiment is complete and the results <br /> evaluated, the following stipulation remains in effect for this permit <br /> term: <br /> STIPULATION NO. 6 <br /> IF THE FIELD TRIALS CURRENTLY BEING CONDUCTED AT THE ROADSIDE COAL <br /> PROCESSING WASTE EMBANKMENT DEMONSTRATE THAT REVEGETATION SUCCESS <br /> CRITERIA CANNOT BE MET BY LESS THAN FOUR FEET OF NON-TOXIC, <br /> NON-COMBUSTIBLE COVER AND/OR THAT DISTURBANCE TO THE HYDROLOGIC BALANCE <br /> IS NOT MINIMIZED WITH LESS THAN FOUR FEET OF COVER, THE PERMITTEE WILL <br /> BE REQUIRED TO PLACE FOUR FEET OF THE BEST AVAILABLE NON-TOXIC, <br /> NON-COMBUSTIBLE COVER OVER THE ROADSIDE AND CAMEO NOS. 1 , 2 , AND 3 COAL <br /> PROCESSING WASTE EMBANKMENTS. <br /> -31 - <br />
