Upon completion of backfilling and grading operations, topsoil will be <br /> redistributed to a minimum depth of six inches . Prior to <br /> redistribution of the topsoil , the graded surface will be ripped to <br /> relieve compaction and limit surface slippage. <br /> If the permittee is able to demonstrate to the Division that four feet <br /> of cover over the coal processing waste banks ( see Section B.VI . and <br /> IX. of this document) is not required to obtain successful revegetation <br /> and minimize disturbance to the hydrologic balance, sufficient soil <br /> should be available to replace the minimum of six inches of topsoil <br /> over the Roadside and Cameo No. 1 waste piles . However, if the field <br /> trials show that four feet of cover is necessary, the permittee would <br /> have to import soil to meet the minimum replacement depth. This <br /> condition also applies to Cameo Refuse Disposal Areas Nos . 2 and 3 <br /> where proposed topsoil salvage operations will result in the <br /> replacement of approximately 12 inches of topsoil over each waste pile . <br /> A vegetation study to determine minimum acceptable cover has been <br /> conducted on the Roadside refuse area. It was initiated in 1984 and is <br /> scheduled for completion and final sampling in June 1993. A final <br /> determination of required cover depth on the refuse areas will be made <br /> by DMG in September 1993 based on results of this study. Details of <br /> this study are discussed in Section B.VIII . of this document. <br /> IV. Sealing of Drilled Holes and Underground Openings <br /> The method for sealing portals in Section 2 .05.4 of Volume I of the <br /> permit indicates that openings will be sealed using an MSHA-approved , <br /> concrete-block bulkhead or by completely filling the entry for a <br /> minimum of 25 feet with noncombustible material . This should eliminate <br /> any chance of water discharge from the portals following sealing. <br /> Exploration drill holes , boreholes , or wells not completed in an <br /> aquifer will be sealed by replacing cuttings in the hole and placing a <br /> cement plug in the top of the hole from ten feet down to within three <br /> feet of the ground surface . <br /> If a hole is completed in an aquifer, it will be sealed by placing an <br /> approved cement or sealant in the hole from the bottom to within ten <br /> feet of the ground surface , A cement plug will be placed in the upper <br /> ten feet. <br /> Figures 2.05.4B and C in the permit application illustrate this method . <br /> V. Disposal of Debris , Acid-Forming, and Toxic-Forming Materials <br /> The coal refuse material to be disposed of during mining operations is <br /> not considered combustible, physically unstable , or acid-toxic <br /> forming. Chemical and physical analysis for this material is contained <br /> in Appendix K. Refuse separated from the raw coal mined will be placed <br /> in the refuse disposal areas described in Section 2 .05. 3(8) . The <br /> refuse piles , CRDA No. 1 and No. 2 , will be constructed to the <br /> specifications outlined in Appendices VV, WW, XX, YY and ZZ of the <br /> permit. See Exhibits 6C, 9B, 9C, 51 , 52 , 53 and 55 for further <br /> information. <br /> -30- <br />
