Control of _ Access - The general mining area is <br />identified by appropriate signs on all access roads <br />designating it as a mining area and restricting entry to <br />authorized personnel only. The permitted area has signs <br />at all ent1rances reading "Blasting Areas" and er.plaining <br />blasting yarning and all clear signals. FurtFier, the <br />blasting a,.-ea described 'above is posted with signs <br />reading "Blasting Area". In addition to the signs, all <br />access to the immediate area of ti,e shot is controlled <br />by mine personnel prior to a shot. All areas in which <br />charged holes are axaiting firing will be guarded, <br />barricaded and posted or.flagoed against unauthorized <br />entry. <br />4. Audible karnirig Signals - <br />Blasting will be preceried by three (3) long i.~histles from <br />an air horn on the dragline or shovel. <br />One (1) long steady whistle atter the blast shall designate <br />an "all clear" condition. <br />5. Emergency _Detonations_ - Safety considerations may <br />dictate detonations at times other than the above noted <br />time periods. Tlie follcv;ing conditions, as defined in <br />regulations (30 CFR 77) promulgated under the Coal I+~ine' <br />Health and Safety Act of 1969 and 197.7 Amendments, t~~ine <br />Safety and Health Acts, shall be cause for detonations <br />under emergency conditions: <br />
